Information about Georgi Kutoyan’s Death

Urgent investigatory and other procedural actions, operative-intelligence measures are ongoing in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee to find out circumstances of death of the former director of National Security Service Georgi Kutoyan.

Pursuant to initial data, on January 17, 2020 at 14:30 a call was received in operative management center of Yerevan Department of the RA Police informing that in one of the apartments located on Paruyr Sevak Street Georgi Kutoyan committed suicide with a firearm.

By the instruction of the Chairman of the RA Investigative Committee Hayk Grigoryan the RA IC Deputy Chairman, Head of the Department of Investigation of Particularly Important Cases Artur Melikyan, Deputy Head of the Department of Investigation of Particularly Important Cases V. Mesropyan left for the scene. An investigatory group was formed in the Department of Investigation of Particularly Important Cases.

A criminal case was initiated according to the Part 1 of the Article 110 of RA Criminal Code.

A plan of investigatory and procedural actions was worked out. Inspection of the scene was conducted during which in the living room 35 fired capsules and 6 balls were found on the small table in front of the sofa (on which G. Kutoyan’s body was found), 7 capsules, 1 ball were found on the living room floor and 3 more balls were found on the kitchen floor next to the living room. On the living room floor – at the direction of G. Kutoyan’s right foot a pistol of «Glock» model without a bullet was found.

41 damages, including penetrating ones, were found on the wall in front of the sofa (on which the body was found) which is the wall separating the kitchen and living room.

Pursuant to data obtained through investigation, on December 9, 2019 after returning to the Republic of Armenia G. Kutoyan temporarily lived in his father’s house. However, from time to time he visited the apartment located on Paruyr Sevak Street which belonged to him.

At the same time, data were obtained that at the end of December, 2019 G. Kutoyan visited the mentioned apartment alone  where after using alcohol, fired 35 irregular shots from a pistol of «Glock 34» model which belonged to him towards the wall separating the kitchen and living room.

Later, at G. Kutoyan’s request, the latter’s wife collected the fired capsules and found balls and put them on the table in front of the sofa.

Through investigation data were obtained on the allegation that on January 16, 2020 at about 15:20 from the area near his father’s house – Arshakunyats Street, Yerevan G. Kutoyan left for his apartment on Paruyr Sevak Street in a taxi informing the family members in advance that he wanted to have a rest in the mentioned apartment for two or three days.

On January 17, 2020 G. Kutoyan’s relatives, not being able to get in touch with G. Kutoyan on the phone, went to the mentioned apartment where the latter’s wife found his body on the sofa in the living room.

Numerous interrogations were conducted, the taxi driver was identified and interrogated, as well, forensic medical, forensic genetic, forensic trace, forensic ballistic and forensic biological examinations were commissioned to find out circumstances significant for the criminal case.

Preliminary investigation is ongoing.
