Majority of Crimes Committed by Minors in 2023 within Proceedings Sent to Court Refer to Theft, Drugs and Infliction of Bodily Damages; Summery

The RA Investigative Committee presents the general dynamics of crimes committed by minors according to the criminal proceedings investigated in the IC proceeding.

Pursuant to it, 363 criminal proceedings on crimes committed by minors were investigated the previous year as compared with 244 proceedings investigated in 2022. Consequently, pursuant to the statistics, increase in criminal proceedings initiated on crimes committed by minors the previous year has been recorded by 119 or about 48%.

Preliminary investigation of 50 out of 363 proceedings was completed and on 63 minors was sent to court with the bill of indictment. In 2022 59 criminal proceedings on 59 minors were sent to court.

The predominant part of the criminal proceedings sent to court in 2023 referred to cases on theft and drugs.

Particularly, out of 50 proceedings

  • 14 were investigated on theft (28%),
  • 10 – on illegal turnover of narcotic drugs (20 %),
  • 9 – on infliction of heavy damage to health,
  • 3 – on hooliganism,
  • 2 – on murder,
  • 2 – on banditry,
  • 1 – illegal turnover of weapon,
  • 1 – sexual acts,
  • 8 – on other crimes.

Preliminary investigation of 133 criminal proceedings has been terminated 69 of which on rehabilitative, 63 – on non-rehabilitative, 1 – on another bases.

Procedural and evidentiary actions within 48 proceedings were completed, 2 were sent to another body, 12 were combined.

118 criminal proceedings were transferred to 2024.

A decision was made not to conduct or to terminate criminal prosecution against 70 minors on non-rehabilitative base. In 2022 criminal prosecution was not conducted or was terminated against 43 minors on the same base.
