In the result of large-scale investigative and other procedural actions conducted in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee circumstances of hooliganism committed on April 21, 2021 during the RA Prime Minister’s visit to Syunik region were found out.

Pursuant to factual data obtained through investigation, the deputy head of Goris community and the administrative head of Shurnukh settlement, being informed about the RA Prime Minister’s visit to Syunik region on April 20, 2021, for the purpose of committing hooliganism with spoiling somebody else’s property by a group of people at the area of Shurnukh settlement adjoining to Goris-Kapan road, organized a recruitment process. On the same day at about 10:00, for the purpose of roughly violating the public order, organized by the above-mentioned two people, a group of people gathered at the area adjoining to Goris-Kapan road where a number of representatives of several settlements of Goris community had also come by the instructions of the deputy head of Goris community.  

In order to feed the people gathered at the mentioned area and to give them instructions about the commitment of crime, at about 14:50 those gathered at the area were fed at the tables on the hill next to Gors-Kapan road during which they were treated with alcohol to commit hooliganism more actively and effectively. The deputy head of Goris community and the administrative head of Shurnukh settlement also slandered about the RA Prime Minister to affect those gathered.

Continuing their criminal actions, at about 16:15 the deputy head of Goris community and the administrative head of Shurnukh settlement instructed those gathered to block and hinder the movement of the Prime Minister’s motorcade on the mentioned area of the road.

During that time the mentioned people gathered at the road where the deputy head of Goris community instructed those involved in hooligan actions to strike the car serving the Prime Minister. When the police officers arrived at the mentioned area to protect the public order, after negotiations on not hindering the traffic, by the instructions of the deputy head of Goris community and the administrative head of Shurnukh settlement, the majority of the participants gathered on the side of the road to Goris.

While the motorcade of the Prime Minister and people accompanying him was moving through the area of Shurnukh settlement, those involved in hooliganism, including the deputy head of Goris community, showing obvious disrespect and contempt to the residents of the settlement and numerous people following the live events, publicly voiced insulting expressions, did not obey the legal demands of law enforcement bodies and a group of people willfully struck the car of “Mercedes S 600” make serving the RA Prime Minister, as well as one of the motorcade cars of “Toyota Land Cruiser 200” make.

In the result of the hooliganism organized by the deputy head of Goris community and the administrative head of Shurnukh settlement the public order and the normal work of traffic were disturbed, the movement of the RA Prime Minister and the people accompanying him was hindered as well as pecuniary damage in particularly large amount - 24.011.500 AMD was willfully caused to the car of “Mercedes S 600” make owned by the state.

On the base of the obtained sufficient evidence charge was pressed against the deputy head of Goris community and the administrative head of Shurnukh settlement according to the Point 1 of the Part 3 of the Article 38-258 and the Point 1 of the Part 3 of the Article 38-185 of RA Criminal Code. Charge was pressed against 11 people according to the Point 1 of the Part 3 of the Article 258 and the Point 1 of the Part 3 of the Article 185 of RA Criminal Code and against 8 people – according to the Part 1 of the Article 258 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against them.

The part on the mentioned 21 people was separated as a separate proceeding, preliminary investigation was completed and the criminal case with a motion to confirm the bill of indictment and send it to court was sent to the prosecutor.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
