In the result of necessary investigatory actions conducted within the criminal case investigated in Syunik Regional Investigative Department of the RA Investigative Committee sufficient actual data were obtained on swindling seeds and nitrogen fertilizer, for mercenary purposes, by entering obvious false information and notes in official documents on providing land users of a number of communities of Syunik province with seeds and nitrogen fertilizer of first reproduction of wheat by competent officials.

Pursuant to preliminary investigation data, the head of Syunik community of Syunik province, having administrative privileges associated with the management of property, material values of the community, within the program of provision of seeds and fertilizer, using official position, for mercenary purposes, apparently swindled money in large amount by entering obvious false information and notes in official documents. The abuses were recorded from 2014 to 2016 and the damage caused is 2.862.400 AMD.

In the result of comprehensive investigation actual data were obtained on involvement of the head of Environment Division of Agriculture and Environment Department of Staff of Syunik Provincial Administration in distribution process of nitrogen fertilizer provided to communities of Syunik province. According to preliminary investigation data, the latter presented his son, who was not a resident of the village, as a beneficiary of the village of Agarak, he presented another citizen, who was not a village resident, as a beneficiary of the village of Khotanan and swindled nitrogen fertilizer withdrawn in the name of a resident of the village of Norashenik.

On the base of the obtained evidence charge was pressed against the head of Syunik community for public dangerous committals envisaged by the Points 1 and 3 of the Part 2 of the Article 179, the Part 1 of the Article 314 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against him.

During preliminary investigation the defendant completely restored the damage transferring 2.862.400 AMD to deposit account of the RA Investigative Committee. Charge was pressed against the head of Environment Division of Agriculture and Environment Department of Staff of Syunik Provincial Administration according to the Point 1 of the Part 2 of the Article 179 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against him.

On October 22, 2018 a decision was made to terminate criminal prosecution against the head of Syunik community on the base of repentance. The criminal case on the part of the head of Environment Division of Agriculture and Environment Department of Staff of Provincial Administration with the bill of indictment was sent to prosecutor supervising the legality of preliminary investigation.
