As of 24:00, 51 Reports on Apparent Electoral Breaches Received in RA Investigative Committee
As of 24:00, 51 reports on electoral breaches recorded during snap elections of National Assembly with apparent crime elements envisaged by RA Criminal Code were received in territorial subdivisions of the RA Investigative Committee.
9 of the reports are in Yerevan, 5 – in Syunik, 9 – in Shirak, 4 – in Aragatsotn, 9 – in Ararat, 8 – in Gegharkunik, 2 – in Armavir, 1 – in Vayots Dzor, 1 – in Tavush and 1 – in Lori provinces. 2 more materials on double voting attempt were received in General Military Investigative Department.
47 of the materials with apparent electoral breaches relate to double voting attempt, 3 – to breaching confidentiality of ballot, 1 – to hindering the citizen to implement his electoral right.
Pursuant to one of the materials received in Gegharkunik Regional Investigative Department in precinct 19/25 instead of her passport the resident of the village of Karmir gave the operator her daughter-in-law’s passport for the second time. As a result, double voting attempt was registered by the electronic device.
Pursuant to another material received in the same department another double voting attempt was registered. Particularly, in precinct 20/19 after entering the passport of the resident of Tsovagyugh village, born in 1940, the cheque was not typed because there was not paper in the electronic device. The operator entered the passport data for the second time. As a result, double voting attempt was registered.
Pursuant to one of the materials received in Shirak Regional Investigative Department one more double voting attempt was registered. In precinct N 30/49 instead of her passport the resident of the village Hatsik presented her mother’s passport who had already voted. As a result, double voting attempt was registered.
The publication entitled “Uncontrolled Situation in Precinct N 13/5 of Ararat Province” published in «www.1in.am» news site was received in Vedi Investigative Division of Ararat Investigative Department of the RA Investigative Committee.
Through examination of the mentioned publication it was found out that in precinct N 13/5 of Ararat province, as of 10:30, in the presence of commission head and other members the citizens entered the voting booth to help the voter.
“In response to our observation that the helpers were not registered the commission head said that he realized that it was a breach of law but the law can sometimes be breached to readjust the situation in the precinct. In response to our observation that there were more than 15 people in the precinct the commission head denied.
One of the voters even voted openly; as the voting booths were busy he voted on the window sill and put the ballot paper into the envelope in everybody’s presence. The commission head considered it normal, too reasoning that it was necessary to avoid crowds in the precinct. “I know that it is forbidden but sometimes the law can be breached to avoid mess”, the commission head said”, the publication says.
Pursuant to one of the materials received in the 9th garrison investigative unit of RA IC General Military Investigative Department in precinct 34/14 the serviceman of unit N of RA Ministry of Defense learning that his voting number was 86 mentioned 56 by mistake on the electronic device taking finger print. As a result, double voting attempt was registered by the device.
On November 9, materials prepared on double voting attempt in precinct N 34/35 were received in Sisian Investigative Division of Syunik Regional Investigative Department.
Through materials it was found out that on December 9, 2018 the resident of Brnakot of Sisian community, born in 1949, took her husband’s passport by mistake from the table in the living-room and went to the precinct N 34/35 located in the same community. She gave the passport to the operator who entered it in the device without checking. As a result, attempt to vote more than once was registered at 13:59.
Necessary procedural actions are conducted in RA IC territorial subdivisions to verify the circumstances mentioned in the reports.
