In the result of comprehensive, complete and objective investigation conducted in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee circumstances of mass disorders accompanied with violence and spoilage of property committed by a group of people in Gavar’s medical center were found out.

On April 28, 2020 at about 17:00 in Azatutyun Street of Gavar the person (persons) having committed the alleged crime in a way dangerous for many people’s life fired shots towards the residents of Noratus community Vahe Avetisyan, Hrachya Hakobyan, Armen Sargsyan, Artyom Petrosyan and Sasun Meloyan, the residents of Gavar Zohrab Paronikyan, Armen Haytyan and Vardan Davoyan. V. Avetisyan and Z. Paronikyan died at the scene of injuries incompatible with life, others with bodily injuries were taken to «Gavar Medical Center» CJSC.

Then the relatives and friends of those killed, being informed that the people who had sustained bodily injuries during the above-mentioned incident were taking medical care at “Gavar Medical Center” CJSC and being sure that their relatives had been killed by them, on the same day at about 19:00 gathered in the yard of the mentioned medical center together with numerous people. Scolding, making a noise, making calls on revenge they tried to enter the building of “Gavar Medical Center” CJSC under the control of police officers.

Not obeying the police officers’ legal demands to leave the area, to stop making calls on violence a group of people incited mass disorder during which the participants, endangering public safety, used violence against police officers dragging and pushing them, broke the entrance doors and window glasses of the medical center, entered the building, broke, damaged and destroyed several kinds of property owned by medical center as well as damaged the tires of two ambulance cars on the balance sheet of “Gavar Medical Center” and “Martuni Medical Center” CJSC-s parked in the yard causing pecuniary damage to medical centers.

One of the participants – 35 year-old resident of Noratus together with a group of unidentified people, broke the doors of the wards of the mentioned medical center and finding D. and A. Haytyans in one of them, being sure that his brother had been killed by the latter, for the purpose of deprivation of life of two or more people stabbed then hit them with fists on different parts of their bodies. However, the crime was not completed. Thinking that they had killed them, they left the medical center.

On the base of the obtained sufficient evidence charge was pressed against 19 people – against 3 – according to the Part 4 of the Article 225, against 15 – according to the Part 2 of the Article 225 and against 35 year-old man – according to the Part 2 of the Article 225 and Points 1 and 7 of the Part 2 of the Article 34-104 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against 17 defendants, detention was chosen as a pretrial measure against 35 year-old man.

Preliminary investigation on the part of case on mass disorders accompanied with violence and spoilage of property committed by a group of people in Gavar’s medical center was completed and the criminal case with the motion to confirm the bill of indictment was sent to prosecutor.

Preliminary investigation on the part of murder of two residents of Gavar is ongoing.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
