Preliminary investigation of the criminal case initiated on abuses in the process of distribution of autumn seeds given to Mrgashat community of Armavir province was completed in Armavir Regional Investigative Department of the RA Investigative Committee. Charge was pressed against the head of the same community.

Pursuant to data obtained through investigation the head of community of Mrgashat, born in 1961, squandered a part of seeds and nitrogen fertilizer within the program of state support program of acquiring autumn seeds, as well as nitrogen, phosphoric and potassium fertilizers at reasonable prices for agricultural work received from «Seeds Agency» SNCO of the RA Ministry of Agriculture, as well as a part of the money collected from the residents of Mrgashat community for seeds and fertilizer causing the state damage in large amount - 2.988.000 AMD in total.

Particularly, the head of Mrgashat community being an official and having organizational and management functions, from 2013 to 2016 received autumn wheat seeds provided to Mrgashat community within the program.

With the purpose of squandering a part of the seeds given for community land users the head of the community made a list of persons who had received seeds within the mentioned program in which he involved data of persons who had not been registered to get seeds and had not bought them. Submitting the mentioned list to Armavir's provincial administration he squandered the seeds formulated in the name of the persons who had not been registered to get seeds and had not bought them. Then the head of Mrgashat community did not transfer the money paid by the community residents within the mentioned program to the account of «Seeds Agency» SNCO of the RA Ministry of Agriculture and squandered it.

Pursuant to data obtained through investigation in order to conceal squandering of seeds and fertilizer, as well as the money paid for them the community head made official documents – false references on persons who had not paid for wheat seeds and fertilizer within the mentioned program. Based on these references, by the Government's decision N1585-Ն of 07.12.2017 the commitments for the wheat seeds were terminated within the mentioned program causing significant damage to state interests.

On the base of the obtained sufficient evidence charge was pressed against the head of Mrgashat community according to the Points 1 and 3 of the Part 2 of the Article 179 and the Part 1 of the Article 314 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against him. During preliminary investigation the damage caused to the state - 2.988.000 AMD was completely recovered.

Preliminary investigation was completed and the criminal case with the bill of indictment was sent to court.
