In the result of comprehensive investigation conducted within the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee on illegal anti-competition activity data were obtained on abuse of official authorities committed by a high-ranking official of the Police.

It was earlier informed that based on the licenses ՏԿՈւ 00223 given by the RA Ministry of Transport and Communication on 22.01.2008 and ՏԿՈւ 00346 given by the RA Ministry of Transport and Communication on 05.11.2009 LL companies “King Deluxe” and “Trans Comfort” carried out regular transportation by passenger automobile transport of general use on routes Abovyan-Yerevan-Abovyan and Charentsavan-Yerevan-Charentsavan.

Pursuant to the report submitted by the former owner of the mentioned companies, with the purpose of hindering the activity of the mentioned companies, from 2012 to 2016 the employees of “Gagik Tsarukyan” charitable foundation, carried out free passenger transportation on the mentioned routes under the pretext of charity which caused great financial loss to the companies “King Deluxe” and “Trans Comfort”.

As a result, in 2015 the companies “King Deluxe” and “Trans Comfort” were found bankrupt which were then acquired by “Multi Auto Trans” LLC which currently is carrying out regular paid transportation on the mentioned routes.

In the result of comprehensive investigation conducted in the RA IC General Department of Investigation of Particularly Important Cases initiated on the base of the report of the former owner of “King Deluxe” company on illegal anti-competition activity a number of new circumstances were found out.

Particularly, through comprehensive investigation data were obtained on the allegation that before the elections of RA National Assembly of 2012 – in January-February the high-ranking official of the Police adjunct to the RA Government – the former Police Chief, using his official position and authorities against service interests, promised to intervene and help the former owner of “King Deluxe” company to solve the problem related to paid passenger  transportation if the latter supported Republican Party of Armenia in NA elections.

According to the agreement, out of group interests, the high-ranking official of the Police introduced the former owner of the mentioned company to police officials serving Abovyan region, as well as to the head of territorial body of Republican Party of Armenia to cooperate together. Besides, he instructed the police officers under him to support the former owner of the company and not to hinder his business activities, including in case of breach of traffic rules, as well as to create obstacles for free buses of the charitable foundation.

Considering that in the circumstances found out within the criminal case there are data on abuse of official position and authorities committed by a high-ranking official of the Police presenting the RA law enforcement system a new criminal case was initiated in the RA IC General Department of Investigation of Particularly Important Cases according to the Part 2 of the Article 308 of RA Criminal code.
