Detention used as a pretrial measure against Major-general Melsik Chilingaryan, Colonels Armen Margaryan and Mher Papyan
Preliminary investigation of criminal cases initiated on abuses recorded in the process of purchase of different articles for needs of the armed forces is ongoing in the Department of Investigation of Particularly Important Cases of General Military Investigative Department of the RA Investigative Committee. Charges were pressed against Major-general Melsik Chilingaryan and Colonels Armen Margaryan, Mher Papyan and detention was used as a pretrial measure against them.
According to preliminary investigation data, different articles were purchased by the mentioned persons through abusing power at higher than market price, and in some cases the purchases were unclaimed.
Particularly, sufficient evidence were obtained on the allegation that an agreement on supply of spare parts of about 145 million AMD was signed with LLC without an appropriate claim in the result of which unclaimed spare parts were purchased for obviously inflated prices.
Through preliminary investigation of the second criminal case it was found that being officio responsible for organizing the study of market prices of articles, services to be purchased, out of personal interests Colonel created favorable conditions for a specific company to make it probable to win in the contest of purchasing a number of goods. As a result, an agreement on supply of 29 types of goods at much higher than market prices was signed with a company managed by his relative.
On the base of the obtained evidence Major-general Melsik Chilingaryan and Colonel Armen Margaryan were charged according to the Part 2 of the Article 375 of RA Criminal Code, M. Papyan was charged according to the Part 3 of the Article 375 of RA Criminal Code. Detention was used as a pretrial measure against them.
Preliminary investigation is ongoing, investigatory actions of great volume are conducted to provide the comprehensive, objective and complete investigation of the case.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
