Extended Board Session of the RA Investigative Committee in Gavar; IC Current Results Summed up in the Context of 10 Years of Activity (photos)
The events organized on the occasion of the 10th anniversary of the establishment of the RA Investigative Committee continued on July 26 in the RA region of Gegharkunik. Within its frameworks the extended board session of the RA Investigative Committee headed by Argishti Kyaramyan was held in Gavar.
Karen Sargsyan, governor of Gegharkunik, the Prosecutor of the RA region of Gegharkunik, the regional leaders of the National Security Service, the Police of the Ministry of Internal Affairs, as well as the leaders of the subdivisions of the RA Investigative Committee took part in the session.
At the extended board session the current results, agenda issues and strategic goals of the investigative body were discussed in the context of 10 years activity of the Investigative Committee.
Argishti Kyaramyan, Chairman of the RA Investigative Committee congratulated those present on the 10th anniversary and underlined that holding the concluding session of the jubilee year in the region, the board of the RA Investigative Committee particularly values the contribution of the IC territorial subdivisions in the fight against crime, implementation of criminal justice and the maintenance of the legal system in the republic. He presented the process of the creation of the Committee and its progress, pointed out the directions of further development and goals.
Particularly, Argishti Kyaramyan considered primary the enhancement of public trust towards the investigator and the Investigative Committee, reducing the workload of investigators and the steady operation of the mechanisms introduced in the system for that purpose, which are targeted to improve the quality of preliminary investigation.
The Chairman of the Committee thanked the employees of the IC subdivisions for carrying out the service duty without complaining and with responsibility, under the conditions of enormous workload, for solving the issues set before the Investigative Committee in a team spirit. The RA IC Chairman emphasized the continuation of the coordinated work with other law enforcement bodies as an effective means for fight against crime, protection of citizens’ security, rights and legal interests.
Argishti Kyaramyan noted that with the active support of the government, the significant improvement of the social guarantees of persons holding autonomous positions allowed not only to ensure stability in the system but also to increase the professional potential of the Committee's human resources with a targeted personnel policy, which directly leads to an increase in the quality of the investigation.
Deputies Chairman of the RA Investigative Committee Vigen Mesropyan, Arman Aslanyan, Artur Melikyan and Arsen Ayvazyan made reports on the current results of their coordination areas. They valued the 10 year-old journey of the system.
Particularly, if in 2014, as of the date of the establishment of the Committee, the percentage of female investigators increased by 4.5 times only in Yerevan and regional investigative departments (not including the other subdivisions of the IC), new internal subdivisions were formed as a result of structural changes.
In addition, as a result of the improvement of the building conditions, the best conditions for the activity have been created, and the quality of the services provided to the citizens by the investigative body has significantly increased.
According to the speakers, one of the main challenges remains the workload of investigators, which is due to the requirements envisaged by the RA new Criminal Procedure Code. The stages of the criminal procedure, investigative jurisdiction rules have changed, criminal prosecution terms have been set instead of preliminary investigation terms, and preliminary investigation has become accused-centric, under the influence of which fundamental changes in the organization of work have been made.
It was emphasized that in the past years, the international relations of the RA Investigative Committee have significantly expanded through closer cooperation with international partners, particularly in the fight against transnational crime, in the spheres of implementation of investigative queries. With the expansion of that cooperation, both material and technical and human resources of the Committee have significantly been strengthened.
The previous years were also a period of trial for the RA Investigative Committee related to the aggressive war unleashed by Azerbaijan in September, 2020, ensuring a comprehensive investigation of subsequent aggression cases, evaluating the reasons for the defeat of the war from a criminal legal point of view, in parallel with the detection of crimes against the order of military service in the armed forces in terms of crime prevention in the armed forces, in the direction of which the investigators worked with unconditional dedication.
During the session, on the occasion of the 10th anniversary of the RA Investigative Committee, Argishti Kyaramyan, Chairman of the RA Investigative Committee awarded Karen Sargsyan, Governor of the RA Gegharkunik region for cooperation with medal «Honorary partner».
The session ended with the swearing-in ceremony of the newly appointed investigators of the RA Investigative Committee.
Argishti Kyaramyan, Chairman of the RA Investigative Committee also visited the RA IC Gegharkunik Regional Investigative Department, got acquainted with working conditions, talked with the investigators about issues, cases investigated in their proceeding, gave assignments arising from the situation.
Within the framework of the visit, Karen Sargsyan, Governor of the RA Gegharkunik received the Chairman and board members of the RA Investigative Committee.
