Preliminary investigation of the criminal proceeding initiated on alleged hooliganism in the RA National Assembly, alleged physical impact against the Chairman of the Standing Committee on State and Legal Affairs of the RA National Assembly was completed in the Division of Investigation of Grave Crimes of Yerevan Investigative Department of the RA Investigative Committee.
 

Through factual data obtained in the result of investigative and procedural actions it was grounded that on March 31, 2023 in the discussion hall of the 2nd administrative building of the RA National Assembly the Deputy of the eighth convocation of the RA National Assembly Mher Sahakyan, at about 11:15 -during the close working discussion with presence of a number of deputies of the RA National Assembly and the representative of the RA Government, using the speech of the Chairman of the Standing Committee on State and Legal Affairs of the RA National Assembly Vladimir Vardanyan, who was presiding over the session, directed to the participants as a reason, with a desire to emphasize his own advantages, showing disrespect towards those present, with a flagrant disregard for the rules of coexistence showed an aggressive behavior.
 

Particularly, he hit the table with a hand, stood up, by shouting made a remark to V. Vardanyan, with the intent to obstruct the normal work of discussion, approached V. Vardanyan and hit him on the left temporal region of the face causing light damage the latter’s health.
 

By the decision of the RA National Assembly, consent was given to the Prosecutor General’s motion to initiate a public criminal prosecution against the Deputy of the eighth convocation of the RA NA Mher Sahakyan.
 

Charge was pressed against the Deputy Mher Sahakyan according to the Point 7 of the Part 2 of the Article 171 and the Part 1 of the Article 297 of RA Criminal Code.
 

Absence ban was used as a pretrial measure against him.
 

Preliminary investigation was completed. The materials of the criminal proceeding with the bill of indictment were sent to the prosecutor for approval and referral to the court.
 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
