In the result of investigatory and other procedural actions of great volume conducted in Shirak Regional Investigative Department of the RA Investigative Committee a number of circumstances of hooliganism committed in Gyumri were found out. 4 persons were involved as a defendant, search was declared against 3 of them.

On March 9, 2019 at 00:30 a call was received in Kumayri Police Division from “Gyumri Medical Center” CJSC informing that a resident of Gyumri, born in 1972, with “cut-pierced penetrating injuries on the left part of the chest, on the left lung with a damage on the spleen” was taken to medical center.

A criminal case was initiated in Shirak Regional Investigative Department of the RA Investigative Committee according to the Part 1 of the Article 112 of RA Criminal Code.

In the result of urgent investigatory actions it was found out that on March 8, 2019 at about 24:00 hooliganism was committed by a group of people in front of the shop operating in Gorki Street, Gyumri. Hooliganism was combined with violence, cutting-piercing items were also used. During the incident 47 year-old resident of Gyumri sustained the mentioned injuries and another resident of the same town, who is a juvenile, born in 2002, sustained light bodily injury.

A criminal case was initiated in RA IC Shirak Regional Investigative Department on hooliganism according to the Part 4 of the Article 258 of RA Criminal Code. A decision was made to join the mentioned cases and conduct preliminary investigation in one proceeding.

Inspections, confiscations, searches were conducted, forensic examinations were commissioned, samples were taken. 47 and 17 year-old residents of Gyumri were found the injured party and questioned.

In the result of investigatory and other procedural actions a number of circumstances, the motive were found out. Pursuant to data obtained through investigation on March 8, 2019 at about 24:00 the employee of the shop operating in Gorki Street, Gyumri made a remark to residents of Gyumri, born in 1998 and 1994, and their friends for scolding because of which they started arguing with the shop employees. During the argument 21 and 25 year-old residents of Gyumri showed obvious disrespect towards the public, in order to emphasize the advantage of their selves scolded for a long time, used violence against the shop employees hitting them with hands for numerous times.

On the base of the obtained evidence a decision was made to involve 21 and 25 year-old residents of Gyumri as a defendant according to the Point 1 of the Part 3 of the Article 258 of RA Criminal Code. Detention was chosen as a pretrial measure against them. One more resident of the same town, born in 1997, was involved as a defendant according to the Part 1 of the Article 258 of RA Criminal Code and signature not to leave was chosen as a pretrial measure against him. Search was declared against the mentioned three young men.

Charge was pressed against the resident of Gyumri, born in 1998, according to the Part 1 of the Article 258 of RA Criminal Code. Signature not to leave was used as a pretrial measure against him.

Preliminary investigation is ongoing. Necessary measures are taken to find out all circumstances, the frame of those involved in the incident, to personalize their actions and to give appropriate criminal legal assessment.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
