Preliminary investigation of the criminal proceeding on persons who had supported apparent abuses committed by the former director of “Saint Gregory the Illuminator Medical Center” CJSC A.M. was completed in General Department on Special Assignments of the RA Investigative Committee.

In the result of large-scale procedural and evidentiary actions conducted in the course of the criminal proceeding new factual data were obtained on the allegation that A.M., managing the financial resources of the mentioned medical center, with the support of the former chief accountant, procurement coordinator of the same medical center,  director and representative of a hemodialysis supplies company, by applying discriminatory conditions to potential competitors in the company's purchasing processes, using his service position, between 2014 and 2018 swindled money in particularly large amount of 415.663.470 AMD entrusted to him.

On the base of the obtained sufficient data a decision was made to initiate a public criminal prosecution against A.M. for the mentioned committal as well. Public criminal prosecution was initiated against him according to the Point 3 of the Part 3 of the Article 256 of RA Criminal Code (3 counts), the Part 2 of the Article 457, the Part 2 of the Article 46-457, the Point 2 of the Part 2 of the Article 277 of RA Criminal Code.

Public criminal prosecution was also initiated against the persons who had received the money as a result of the committed crime; supported and supplied the hemodialysis supplies at high prices to the company.

The director of the hemodialysis supplies company admitted his guilt and deposited the entire damage caused to the state in the amount of 415.336.470 AMD into the deposit account of the RA Investigative Committee.

In the course of the preliminary investigation, on the base of the investigator’s motion a decision was made by the prosecutor to terminate the public criminal prosecution envisaged by the Point 3 of the Part 2 of the Article 46-256 of RA Criminal Code against the representative of the mentioned company.

The part on the director of the mentioned company and the former chief accountant of the medical center was separated in a separate proceeding preliminary investigation of which was completed. The materials of the criminal proceeding with the bill of indictment were sent to the prosecutor for approval and referral to court.
