On May 24, 2016 board session of the RA Investigative Committee was held which was headed by the Chairman of the RA Investigative Committee Aghvan Hovsepyan.
 

Bills of indictment of 2015, the results of studies of criminal cases which were not confirmed and were returned to additional investigation, as well as acquittals made by the RA courts in 2015 were introduced to be discussed at the session.
 

The Chairman of the RA Investigative Committee A. Hovsepyan highlighted the improvement of investigation quality and drew the attention of investigative subdivisions to planning investigatory actions, strict maintenance of material and procedural norms. It was instructed to make each criminal case returned to additional investigation a subject of discussion emphasizing that in case gross violations are found the investigators who have made them will be held accountable.  
 

During the reporting period 3215 criminal cases with the bill of indictment (and decision on using medical coercive measures) were sent to prosecutors about 2 percent of which – 67 criminal cases were returned to additional preliminary investigation 49 of which with the bill of indictment were again sent to prosecutors.
 

“Each criminal case like this shall become a subject of discussion and if the violation made by an investigator is grounded, the investigator having conducted incomplete investigation will be punished”, stated the Chairman of the RA Investigative Committee Aghvan Hovsepyan.
 

In the result of discussions the Chairman of the RA Investigative Committee instructed to work out guidelines based on the results of studies of acquittals conditioned by investigation errors in the light of legal analyses of Court of Appeals to send them to territorial subdivisions. Specific instructions were given.
