    Investigative Committee Summed up the Work Carried out in 2024

    Board session, headed by Artur Poghosyan, Chairman of the RA Investigative Committee, was held today. During the session the work carried out in 2024 by the Investigative Committee was summed up.

    Board members, as well as the heads of separate structural subdivisions made a speech at the session.

    Arman Aslanyan, Deputy Chairman of the Investigative Committee presented the work carried out by General Military Investigative Department and its subordinate units.

    In 2024 3814 reports regarding apparent crimes were received in the subdivisions of General Military Investigative Department (3554 in 2023), of which criminal proceeding was initiated on 3591. (3215 in 2023).

    In the reporting period 19971 criminal proceedings were investigated in the subdivisions of the general department (19836 in 2023), 15635 of which were transferred from the previous year.

    Out of 19971 criminal proceedings, preliminary investigation of 3640 criminal proceedings or 18,2% was completed (3146 or 15,9% in 2023). 904 of 3640 criminal proceedings on 1012 persons were completed with the bill of indictment (981 criminal proceedings on 1185 persons in 2023).

    Arman Aslanyan noted that the growth of the investigated criminal proceedings is mainly due to the higher number of reports received and criminal proceedings initiated compared to the previous year.

    Vazgen Avetisyan, Deputy Chairman of the Investigative Committee presented the work carried out in 6 departments operating in General Department of Investigation of Particularly Important Cases.

    Vazgen Avetisyan noted that in 2024 1923 active criminal proceedings were investigated in General Department of Investigation of Particularly Important Cases, among which 18 were on murder, 12 on creating and managing criminal organization, 5 on mass disorder, 76 on illegal turnover of narcotic drugs in particularly large amount for the purpoe of sale, 113 on corruption-related crimes, and 760 on cyber crimes. 123 of the criminal proceedings on 301 persons were sent to court with the bill of indictment.

    In the reporting period the number of the arrested people was 292, the number of the detained people was 123. The overall productivity of the general department was  67,7%.

    During his speech Vazgen Avetisyan also made a reference to completed criminal proceedings that have received public resonance and are complex in nature.

    Arsen Ayvazyan, Deputy Chairman of the Investigative Committee presented the work carried out in 2024 by the Legal Department and Division of Provision of International Queries.

    In the reporting period a number of drafts of normative legal acts and sub-legislative acts related to the activities of the Investigative Committee were developed by the Legal Department, as well as 9 draft decisions were developed and sent to the competent state body.

    In 2024 662 queries in total were considered by the Division of Provision of International Queries, 218 of which were received from the competent bodies of foreign states, 444 were sent to them.

    In 2024 28 meetings were organized with ambassadors of a number of foreign states, heads, representatives of international organizations and law enforcement collegues.

    Armen Gevorgyan, Deputy Chairman of the Investigative Committee, referring to the work carried out by General Department for Investigation of Economic Crimes and Smuggling, noted that in 2024 2553 criminal proceedings were investigated (3075 in 2023), within 73 of which preliminary investigation was completed and sent to the prosecutor with the bill of indictment. The average workload of the investigator was 75 criminal proceedings.

    In the reporting period, in the result of investigative and evidentiary actions conducted within the criminal proceedings invesigated in General Department for Investigation of Economic Crimes and Smuggling, 29 billion 230 million 736 thousand 559 AMD was restored to the state budget (27 billion 785 million 154 thousand 170 AMD in 2023). The positive difference amounted to 1 billion 445 million 582 thousand 389 AMD or 5,2%.

    Kamo Sharoyan, Head of the General Department for Control over Activity of Territorial Investigative Departments, presented the work carried out by the general department, Yerevan Investigative Department, investigative divisions of administrative distircts, and regional investigative departments.

    In 2024 1680 criminal proceedings were received from the RA Prosecutor’s Office, as well as from subdivisions of the Committee, which were studied and sent according to territorial subordination.

     1.140 reports on apparent crime (559 in 2023), 2.565 applications (1.643 in 2023) were received in General Department, 1.508 queries and letters received from various departments, non-governmental organizations, and mass media were discussed and processed.

    63.617 reports on apparent crime were received in territorial investigative departments and divisions, 30.653 of which in Yerevan, and 32.964 in regions. Of the 63,617 reports received, criminal proceedings were initiated on 52,930, 24.042 of which in Yerevan, 28.888 in regions.

    In 2024 a total of 178.457 criminal proceedings were investigated in Yerevan Investigative Department and regional investigative departments (156.830 in 2023), 102.602 of which were investigated in Yerevan Investigative Deprtment and its subordinate units (89.463 in 2023), and 75.855 in regional investigative departments (67.367 in 2023).

    Gevorg Baghdasaryan, the Head of General Department for Investigation of Crimes against the State, Fundamentals of the Constitutional Order and Public Security, referring to the work carried out, noted that the general department was established on January 5, 2024.

    In the reporting period 338 reports were received in General Department for Investigation of Crimes against the State, Fundamentals of the Constitutional Order and Public Security, of which criminal proceeding was initiated on 303. During the year another 60 crimnal proceedings were transferred from other bodies to the general department. In total, in 2024 preliminary investigation was conducted within 943 criminal cases in the general department, of which 565 are active proceedings.

    172 or 30.4% of the mentioned 565 proceedings were completed, of which 137 criminal proceedings or 79,6% of completed proceedings on 219 persons, with the bill of indictment, one with a final act, were sent to the prosecutor.

    The pecuniary damage caused within criminal proceedings completed in 2024 was 5 billion 794 million 322 thousand 708 AMD, in total. Gevorg Baghdasaryan noted that state property stolen within one of the completed proceedings, two plots of land worth more than 1.6 billion, were returned to the state based on the data obtained within the proceedings, through civil litigation.  In addition, 1 billion 480 million AMD has already been restored at the stage of preliminary investigation within just one of the ongoing criminal proceedings.

    Kamo Sahakyan, the Head of General Department on Special Assignments noted that in 2024 69415 reports were received from the subdivisions of the Investigative Committee of which criminal proceeding was initiated on 58085.

    In 2024 85.341 criminal proceedings were investigated as compared to 77.740 in the same period of the previous year. Namely, the number of criminal proceedings has increased by 7.601 proceedings or 9.7%. Of the 85,341 criminal proceedings, 63,211 have been resolved (63257 in 2023).

    The average workload of one investigator was 132 criminal proceedings out of 85,341 criminal proceedings (128 in 2023).

    In the reporting period a total of 44 billion 405 million 910 thousand AMD has been restored of the pecuniary damage caused within both completed and ongoing criminal proceedings (34 billion 706 million 796 thousand AMD in 2023).

    Pecuniary damage caused to the state, in the amount of 3 billion 399 million 909 thousand 110 AMD, has been restored within criminal proceedings completed in 2024 in General Department on Special Assignments, and within not completed proceedings pecuniary damage caused to the state, in the amount of 1 billion 112 thousand AMD has been restored. A total of 4 billion 511 million 909 thousand 110 AMD has been restored within completed and not completed proceedings.

    Hayk Yeremyan, the Head of Department of Internal Security presented the cases of disciplinary violations committed in 2024 by the employees of the Investigative Committee, as well as work carried out to strengthen discipline and to prevent disciplinary violations.

    In 2024 144 persons holding autonomous position were subjected to disciplinary action (159 in 2023), of which  

    A "warning" was issued for 30,
    58 were given a "reprimand",

    51 were given a "severe reprimand",

    1 was assigned a "demotion by one rank",

    4 were dismissed from their positions.

    Karen Margaryan, Secretary General of the Investigative Committee noted that last year, extensive work was also carried out in the field of personnel management.

    The number of individual legal acts relating to employees of the Investigative Committee, as well as other legal acts arising from various functions of the personnel management system, amounted to 3,109.

    Three examinations were organized to replenish the list of candidates for autonomous positions, within the framework of which necessary information on 496 applicants was studied and summarized.

    Training for 592 people holding autonomous positions and 24 people holding civil service positions, attestation of 257 people, extraordinary promotion of 104 people and verification of integrity of 119 people, encouragement of 678 people, and application of disciplinary sanctions against 144 people were also organized in the Committee.

    The award ceremony for the investigators took place during the Board session:

    • The Third Department of General Department for Investigation of Crimes against the State, Fundamentals of the Constitutional Order and Public Security was found “The best subdivision of the year” in the RA Investigatiuve Committee.
    • The Investigative Division of Malatia-Sebastia administrative districts was found “The subdivision of the year” in Yerevan Investigtive Department.
    •  The Fifth Garrison Investigative Unit was found “The subdivision of the year” in General Military Investigative Department.
    • Ararat Regional Investigative Department was found “The subdivision of the year” among regional investgative departments.
    • Suren Danielyan, investigator for particularly important cases of Lori Regional Investigative Department,  third class councilor of justice was found “The investigator of the year”.
    • Rafayel Sargsyan, former senior investigator for particularly important cases of the Department for Investigation of Crimes on Human Trafficking, against Sexual Immunity of Juveniles and Illegal Turnover of Drugs, Head of the Investigative Division of Malatia-Sebastia administrative districts from February 14, 2025, second class councilor of justice, was found “The best investigator”.  

    During the Board session of the RA Investigative Committee, the swearing-in ceremony of 31 newly-appointed investigators also took place.

    Summing up the summaries of the work carried out in 2024, Artur Poghosyan, the Chairman of the Investigative Committee, noted the main areas of problems that he will address in the near future during his visits to both regional investigative departments and garrison investigative units.

    Artur Poghosyan expressed hope that in 2025 the Investigative Committee will record positive results and, based on the results of the current year, there will be wider opportunities to be selected in the "best investigator" and "best subdivision" nominations.

    Summing up his speech, the Chairman of the Investigative Committee attached importance to the fact that the newly appointed investigators were also present at this consultation, and underlined that the discussion can be educational for them to realize what demands the superior management will make on the subordinate staff.
