On September 23, 2018 – on the day of snap elections of Yerevan Council of Elders, as of 16:00, three calls on apparent electoral breaches were received in territorial subdivisions of Yerevan Investigative Department of the RA Investigative Committee. One of the calls was on attempt of double voting, two – on breaching confidentiality of ballot.

Thus;

- On September 23, 2018 at 11:20 a call was received in the police from the head of commission of polling station N 4/46 informing that double voting had been conducted in the same polling station.

During preparation of materials it was found out that on September 23, 2018 at 11:13 at the polling station N 4/46 located at school 130, 82 year-old man, being registered for voting, received a check. However, without voting he approached the next specialist of technical device of electoral commission and was again registered. As a result, a check with a note «attempt of double registration» was given by the device.

On the same day the materials were sent to the RA IC Investigative Division of Arabkir administrative district of Yerevan Investigative Department from Prosecution Office of Arabkir and Qanaqer-Zeytun administrative districts.

- The publications titled «There is a Camera Looking at the Voting Booth in Polling Station N 2/46» published in site «Hetq.am» was sent to the RA IC Investigative Division of Avan and Nor Nork administrative districts of Yerevan Investigative Department from the Prosecution Office of Avan and Nor Nork administrative districts. According to the publication there was a breach of confidentiality of ballot –the polling station N 2/46 is furnished in a way that the camera fixed on the ceiling is seen just over the voting booth. During preparation of materials it was found out that in the polling station N 2/46 located at school N 139 the objective of the camera fixed at the upper corner of the wall behind the voting booths is covered with paper and sticky tape. After temporary dismantling the mentioned paper and sticky tape it was found out that the objective was directed to the stairs of the school, not to the voting booths. At the same time, it was not connected to power supply system and voltage was missing. At the end of the inspection the objective of the camera was covered again.

- The article on breach of confidentiality of ballot titled «Quarrel at Polling Station N 10/22; Wife Entered the Voting Booth with Husband» published in site «Hetq.am» was sent to the RA IC Investigative Division of Erebuni and Nubarashen administrative districts from the Prosecution Office of Erebuni and Nubarashen administrative districts. During preparation of materials explanation was taken from the head of electoral commission of the polling station N 10/22. Necessary measures are taken to find out the circumstances mentioned in the publication.

Necessary procedural actions are conducted by the RA IC territorial subdivisions to verify the circumstances mentioned in the materials with elements of apparent breach of electoral right.
