The Head of Lori Regional Investigative Department of the RA Investigative Committee Tatul Shushanyan sent a motion to the Governor of Lori Artur Nalbandyan on violations made by the personnel of “Vanadzor Medical Center” CJSC while providing the population with medical service proposing to take active measures to abolish the violations, to improve the professional skills of the medical personnel.

On October 18, 2016 a call was received from “Vanadzor Medical Center” CJSC informing that 32 year-old resident of Lori region died in the maternity ward. A criminal case was initiated in Lori Regional Investigative Department and investigatory actions of great volume were conducted to provide the comprehensive, objective and complete investigation of circumstances of woman’s death. As a result, it was found that the 32 year-old woman with a diagnosis of firstling was received in Vanadzor’s medical center on September 26, 2016. Being under doctors’ control 21 days later – on October 17, 2016 at 18:40 the woman gave birth to a baby boy after which her health deteriorated. Next day – on October 18 at 01:40 she died in the same ward.

Pursuant to the result of forensic medical examination maternity laceration, exterior acute bleeding, acute bleeding of internal organs and vessels were diagnosed which caused her death. The investigative body commissioned a commission forensic examination to find out the possible violations during the medical assistance provided to her. Specialists of different spheres of medical science were involved in the commission.  

In the framework of the criminal case numerous violations made during medical assistance emerged, actual data were obtained on the allegation that obstetrician-gynecologists displayed not diligent treatment towards the implementation of their professional duties, they did not take necessary medical measures which caused sustainable development of bleeding complications during postnatal period and her death. On the base of the obtained evidence charge was pressed against the senior obstetrician-gynecologist of the medical center according to the Part 2 of the Article 130 of RA Criminal Code.

Reports on quality of medical assistance received from citizens were also examined in Lori Regional Investigative Department of the RA Investigative Committee. As a result, it was found out that careless treatment towards the implementation of their professional duties displayed by the personnel of “Vanadzor Medical Center” CJSC has been continuous and periodic in the result of which there are complaints in society, the trust decreases not only towards the specific medical center but also towards all medical centers operating in the region of Lori.

Presenting the violations made by the personnel of “Vanadzor Medical Center” CJSC in details the Head of Lori Regional Investigative Department T. Shushanyan has sent a motion to the governor to consider them and take active measures to abolish the violations made by the personnel of “Vanadzor Medical Center” CJSC, to improve the professional skills of the medical personnel and to provide the population with efficient medical service.
