Murder attempt not grounded; real circumstances of case found through preliminary investigation

In the framework of the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee investigatory actions of great volume were conducted to provide the comprehensive, objective and complete investigation of the incident that took place on late evening of September 16 on Yerevan-Ejmiatsin road. As a result, the allegation that A. Tumanyan had committed murder attempt against Mayor of Ejmiatsin K. Grigoryan or another person was not grounded. Instead, evidence were obtained on violence used against A. Tumanyan, charges were pressed.
 

On September 17 a call was received from a citizen informing that on September 16, at about 23:00 0n Yerevan-Ejmiatsin road –
near the area of cemetery of Zvartnots district shots were fired from the hall of “Vaz 21-06” towards “Lexus” in which the Mayor of Ejmiatsin Karen Grigoryan and his brother Arman Grigoryan were  then they escaped. According to the report, the candidate of Mayor of Ejmiatsin Artur Tumanyan was in “Vaz 21-06” from which shots were fired.
 

Considering that in the report submitted by the citizen there are elements of apparent crime envisaged by the Point 6 of the Part 2 of the Article 34-104, the Part 1 of the Article 235 of RA Criminal Code a criminal case was initiated in RA IC Vagharshapat Investigative Division and conduction of preliminary investigation of the criminal case was tasked to the RA IC General Department of Investigation of Particularly Important Cases by RA IC Chairman Aghvan Hovsepyan.
 

Investigatory and procedural actions of great volume were conducted to provide the comprehensive and objective investigation of the case, numerous persons were questioned, inspections, searches were conducted, forensic examinations were commissioned and other necessary measures were taken.
 

According to the result of forensic ballistic, forensic chemical, forensic trace and forensic biological complex examination no gunshot damage was found on all 4 cars which had been subjected to examination, no evidence were obtained on the allegation that Artur Tumanyan or any other person had committed murder attempt against Karen Grigoryan or others. Through investigation the real circumstances of the incident were found.
 

According to preliminary investigation data, on September 16, 2016 from 23:30 to 23:55 with the purpose of clarifying personal matters the residents of Ejmiatsin Artur Tumanyan and Stepan Abgaryan were pursued in Spandaryan Street of the same town. In the meantime they tried to escape in the car of “VAZ 21-06” make but they couldn’t and were subjected to physical violence in front of the kindergarten N 6 – at the crossroad of Spandaryan and Mekhak Mekhakyan streets. According to the results of the commissioned examinations A. Tumanyan was inflicted bodily damage of medium gravity, S. Abgaryan – light bodily damage.
 

A new criminal case was initiated and on the base of the evidence obtained in the framework of the criminal case charge was pressed against K. Armenakyan according to the Point 3 of the Part 2 of the Article 113, the Article 117 and the Part 1 of the Article 235 of RA Criminal Code, against A. Karapetyan –according to the Point 3 of the Part 2 of the Article 113 and against A. Grigoryan – according to the Point 3 of the Part 2 of the Article 113, the Article 117 and the Part 1 of the Article 235 of RA Criminal Code.
 

The criminal case with the bill of indictment was sent to court.
 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
