Preliminary investigation of the criminal case initiated on murder attempt, kidnapping attempt and hooliganism committed by 35 year-old resident of Shahumyan village and his friends was completed in Lori Regional Investigative Department of the RA Investigative Committee.

Pursuant to factual data obtained through investigation, on February 9, 2021 at about 19:00 35 year-old resident of Shahumyan village of Lori province together with his friends drove his car of “Mitsubishi Montero” make to the yard of his fellow-villager’s house to demand the money owed by the latter’s brother. Being displeased with the answer he had received 35 year-old man scolded and willfully hit the fellow-villager on his head with a bottle of beer. Then getting out of the car, in order to emphasize the privilege of his own self, together with friends went on hitting the fellow-villager and the members of his family at the same time scolding – roughly breaching public order for a long time.

In the meantime the resident of Shahumyan village reaching agreement with his friends to kidnap the debtor’s brother, instructed to open the car trunk and using violence dangerous for life held the man from his head and neck, the friends held him from several parts of his body and against his will pushed him into the trunk to obviously kidnap him from his yard. However, the man’s family interfered and under unforeseen circumstances the crime was not completed after which they left in the mentioned car.

After a short while on the same day at about 19:10, for the purpose of depriving two or more people of life, 35 year-old man drove his car of “Mitsubishi Montero” make at a high speed towards the fellow-villager, his uncle and the other brother running over the fellow-villager and his uncle who fell to the ground. Going on with his intention to deprive the debtor’s brother of life, 35 year-old man drove the car forward, willfully climbed with the left wheel on the man’s right foot and parked the car in the mentioned position. Then getting out of the car, going on with his hooligan acts 35 year-old man together with his friends scolded but hearing that the man’s relatives had called the police they fled in the mentioned car.

On the base of the obtained sufficient evidence charge was pressed against 35 year-old man according to the Point 1 of the Part 2 of the Article 34-104, the Points 1 and 2 of the Part 2 of the Article 34-131 and the Part 4 of the Article 258 of RA Criminal Code. Charge was pressed against his 4 friends according to the Points 1 and 2 of the Part 2 of the Article 34-131 and the Point 1 of the Part 3 of the Article 258 of RA Criminal Code. Detention was chosen as a pretrial measure against 35 year-old man and one of his friends, mortgage was used against the others.

Preliminary investigation was completed and the criminal case with the bill of indictment was sent to court.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
