Program of “Electronic Preliminary Investigation” will be introduced in the RA Investigative Committee starting from January 1, 2018. The RA IC Chairman Aghvan Hovsepyan signed a letter of recommendation to make the procedural documents to carry out a unified and online registration of criminal cases investigated in the RA Investigative Committee with a program of “Electronic Preliminary Investigation” starting from January 1, 2018.

Pursuant to the letter of recommendation, the decisions on initiating a criminal case, receiving in proceeding, involving as a defendant, suspending proceeding of the criminal case, terminating the criminal prosecution, not conducting criminal prosecution, terminating the proceeding of the criminal case, as well as bills of indictment will be made by investigators of subdivisions of the RA Investigative Committee with the program of “Electronic Preliminary Investigation”.

Online registration of procedural documents will be conducted by the Department of Legal Provision and Statistics of Administration of the RA Investigative Committee.

Development activities of the program of “Electronic Preliminary Investigation” started in 2015 by the initiative of the RA Investigative Committee which was carried out by Yerevan Scientific-Research Institute of Mathematical Machines.

In 2016 by the RA IC Chairman’s order of 30.08.2016 N 44-Լ the experimental program was introduced in several subdivisions of the RA Investigative Committee during which its shortcomings were raised, summed up and appropriate program changes were made.  

The application of the program of “Electronic Preliminary Investigation” will be obligatory in all territorial subdivisions of the RA Investigative Committees starting from January 1, 2018.
