Two community heads of Lori region arrested
In the framework of the criminal cases investigated in Lori Regional Investigative Department of the RA Investigative Committee heads of Dzyunashogh and Mikhaylovka communities of Lori region were arrested on suspicion of official forgery, embezzlement.
On March 23, 2018 criminal cases initiated according to the Points 1 and 3 of the Part 2 of the Article 179 and the Article 314 of RA Criminal Code on abuses by the officials in Dzyunashogh and Mikhaylovka communities were received in the proceeding of the RA IC Lori Regional Investigative Department on March 23, 2018.
In the result of investigatory actions it was found out that abuses were committed in Mikhaylovka community in the process of distribution of fertilizer, in Dzyunashogh community – in distribution process of autumn seeds, the mechanism was found and a number of circumstances were found.
Particularly, pursuant to preliminary investigation data, in Mikhaylovka community the money received from a number of residents of the community for the sale of fertilizer provided within the program of state support inflicting damage in large amount. A number of residents were involved in the list of distribution of autumn seeds provided within the program of state support in Dzyunashogh community however the seeds written off in their names were not provided but were embezzled.
Through investigation actual data were obtained on the allegation that in the process of distribution of fertilizer and seeds within the program of state support the community heads were directly involved in the abuses from 2014 to 2016 and out of mercenary motives to conceal it the community heads forged appropriate documents and handed them to Lori governor.
The head of Mikhaylovka community in those years was Levon Dilbaryan, the Head of Dzyunashogh community was Gari Grigoryan who are the representatives of Metsavan community in the mentioned villages.
In the framework of criminal cases investigated in Lori Regional Investigative Department on March 30 G. Grigoryan and L. Dilbaryan were arrested and questioned. They restored the damage inflicted to the state.
Preliminary investigation is ongoing. Measures are taken to provide the objective, complete and comprehensive investigation of circumstances of the case.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
