Within Criminal Case on Apparent Abuses Committed in RA Ministry of Labor and Social Affairs Charge Pressed against one Person, Two Persons Arrested
In the result of investigative and procedural actions conducted in the Investigative Division of Kentron and Nork-Marash administrative districts of Yerevan Investigative Department of the RA Investigative Committee a number of circumstances of apparent abuses committed in the RA Ministry of Labor and Social Affairs were found out.
Through investigation it was found out that for the purpose of procuring protected apartments and small houses within the framework of the RA Government’s decision, on December 19, 2019 an agreement was signed between the RA Ministry of Labor and Social Affairs and LLC pursuant to which the LLC was under an obligation to supply the ministry with the goods envisaged by the technical description of the agreement and the ministry was under the obligation to accept the goods and pay for them. It was recorded that the houses to be procured should be fit for residence and the chief specialist of the Division of Purchase and Economic Affairs of the mentioned ministry gave a positive conclusion about the goods without a date pursuant to which the supplied goods complied with technical standards set by the procurement procedure. However, the procured houses needed repair and were not fit for residence.
On the base of the obtained sufficient evidence charge was pressed against the chief specialist of the Division of Purchase and Economic Affairs of the ministry according to the Part 2 of the Article 308 (abuse of official authority) and the Part 1 of the Article 314 (official forgery) of RA Criminal Code.
During preliminary investigation of the criminal case on February 11, 2021 the head of the Division of Purchase and Economic Affairs and the adviser coordinating separate functions in structural subdivisions were arrested on suspicion of abusing official authorities as well as inciting to abuse official authorities and commit official forgery.
Preliminary investigation is ongoing.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
