Investigative and procedural actions are conducted within the framework of the criminal proceeding investigated in Spitak Investigative Division of Lori Regional Investigative Department of the RA Investigative Committee to find out circumstances of intervening in legal service activity of the police officers.

Through preliminary investigation of the criminal proceeding initiated according to the Parts 1 and 3 of the Article 452 of RA Criminal Code factual data were obtained on the allegation that on January 27, 2023 at about 15:00 while carrying out their service duties on Yerevan highway of Spitak town two patrols of patrol service stopped the car of “Mercedes-Benz C230” make to inspect. The driver – 33 year-old resident of Spitak town showed the vehicle registration certificate and driver's license with another person's photo. Then the patrols told the driver about the necessity to identify a person by technical means after which he refused and walked to the car scolding. In order to prevent his behavior, the police officers decided to arrest 33 year-old man in an administrative manner. When the patrols approached he started hitting them with hands and feet on different parts of their bodies, scolding and threatening. At the same time, the passenger of the mentioned car also threatened and scolded the police officers.

The driver and passenger of the car of “Mercedes-Benz C230” make, who are brothers, were arrested.

During preliminary investigation inspection of the scene was conducted, the mentioned patrols were found the victim, a number of people were questioned, forensic medical expertise was commissioned.

On the base of the public criminal prosecution initiated by the supervising prosecutor charge was pressed against one of the brothers – the driver according to the Part 3 of the Article 452 of RA Criminal Code, against his brother – the passenger according to the Part 1 of the Article 452 of RA Criminal Code.

A motion was submitted to court by the investigator to choose detention as a pretrial measure against them.
