In the result of investigatory actions conducted in the framework of the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee a number of circumstances of explosion that took place on bus route N 63 in Halabyan Street late in the evening of April 25 were found, all the people who were on the bus when the explosion happened were identified.
 

Through investigation it was grounded that at the moment of explosion there were 10 people on the bus – the driver and 9 passengers. 7 of them were taken to hospital with different bodily injuries. 2 bodies were found on the bus. There was no necessity to hospitalize the driver.
 

An investigatory plan has been worked out to find the causes, circumstances of the explosion and investigatory, operative-intelligence measures of great volume have been taken. On the same day the driver and 8 passengers who were on the bus when the explosion happened (7 injured and 1 victim) were identified. In the framework of urgent investigatory actions searches were conducted in the apartments of the mentioned 9 people in the result of which no items of interest for investigation were found, no data on their relation to the explosion were obtained and the version on their possible participation was denied.  
 

Inspection was conducted at the site together with criminologists in the result of which, in addition to other items significant for the criminal case, a mobile phone card was found which did not belong to the mentioned 9 people. In the result of operative-intelligence joint measures taken together with National Security Service the subscriber of the phone card was identified; he was Ruben Balyan - Armenian, RA citizen, twice previously convicted, his dwelling place was also found.
 

Necessary investigatory and procedural actions were conducted to identify the latter and the second body found at the site. Forensic genetic examination was commissioned and the blood samples of R. Balyan’s mother were given to experts for comparison. The conduction of examination was tasked to “Scientific-Practical Center of Forensic Medicine” SNCO of the RA Ministry of Health. Through examination it was proved that it was Ruben Balyan’s body.   
 

Search was conducted in R. Balyan’s house located in Dzoraghbyur, in the order defined by law. As a result, buff combustible material packed with sticky tape, 400 grams of trotyl, detonators, explosives, fuses, bullets of different caliber, as well as electrical equipment – transistors, relays and other items were found and confiscated.
 

Samples were taken from the discovered items, as well and through forensic genetic examination R. Balyan’s DNA was found on them.
 

In the result of investigatory actions conducted by General Department of Investigation of Particularly Important Cases of the RA Investigative Committee and operative-intelligence measures taken by the RA National Security Service it was found that the 55 year-old man had discontented with his relatives over domestic affairs and was going to hurt them through explosion.  
 

Elements, traces of “trotyl” type of explosive were also found on samples confiscated through inspection of the bus and site which was grounded through initial conclusion of the expertise.
 

Through inspection of recordings of cameras available along the bus route N 63 it was found that R. Balyan had a backpack while getting on the bus route N 63.
 

Forensic explosion technical, fire technical, auto-technical, merchandising complex examinations have been commissioned to find the cause, center of explosion and a number of other circumstances significant for the criminal case.
 

The explosion on “Bogdan” make bus with registration number 48-29Տ, route 63 took place on April 25, 2016 at about 22:00 in a busy part of Halabyan Street, Yerevan – in front of the building 15.
 

Preliminary investigation is ongoing. Necessary investigatory actions are conducted to provide the comprehensive, objective and complete investigation of all circumstances of the case in the framework of which investigation is conducted to find the source of explosives, bullets confiscated through search conducted in R. Balyan’s house.
