In the framework of the criminal case investigated in Yerevan Investigative Department of the RA Investigative Committee necessary investigatory and other procedural actions are ongoing to find out all circumstances of the incident that took place at the crossroad of Heratsi and Koryun Streets of Yerevan on April 16, 2018, disorders that took place at Erebuni administrative district on April 22 as well as hooliganism by using weapon at the crossroad of Hayanist-Hovtashat villages of Ararat region, the frame of those having committed the alleged crime.

Taking public interest towards the mentioned criminal cases into consideration we inform that the criminal cases initiated on the mentioned three cases were joint in one proceeding, as prescribed by RA Criminal Procedure Code, preliminary investigation of which is conducted in Yerevan Investigative Department of the RA Investigative Committee.

An investigatory plan has been worked out and investigatory and operative-searching measures of great volume are taken to provide the comprehensive, objective and complete investigation, to clarify the frame of those having committed the alleged crime, to personalize their actions and to give appropriate criminal-legal assessment.

As a result, sufficient data were obtained that the Mayor of Masis Davit Hambardzumyan was involved in disorders that took place at Erebuni administrative district on April 22, as well as in hooliganism by using weapon committed at the crossroad of Hayanist-Hovtashat villages of Ararat region. And Gor Hambardzumyan was involved in the incidents at the crossroad of Heratsi and Koryun Streets as well as at the crossroad of Hayanist-Hovtashat villages of Ararat region.

Thus, pursuant to preliminary investigation data on April 16, 2018 at about 10:10 the brother of Masis Mayor G. Hambardzumyan willfully violating the public order together with a group of people showed obvious disrespect to public, at the crossroad of Heratsi and Koryun Streets scolded the protestors who had blocked the crossroad of the mentioned streets, used violence against several protestors. Besides, it was found out that the latter had been involved in the incident that took place at the crossroad of Hayanist-Hovtashat villages of Ararat region on April 22, as well.

It was earlier informed that on April 22 a number of residents of Ararat region marched to Yerevan to take part in the protest to be held at Republic Square at 19:00. In order to prevent the march at about 16:00-17:00 a group of people blocked the way to Yerevan at the crossroad of Hayanist-Hovtashat villages of Ararat region with cars without plate numbers, used violence against the protestors, used a firearm in the result of which the villagers sustained injuries, one of them – a firearm injury.

Pursuant to the evidence obtained though investigation Masis Mayor Davit Hambardzumyan was also involved in the mentioned hooliganism together with Gor Hambardzumyan. moreover, sufficient actual data were obtained on the allegation that he was involved in organization of disorders that took place on the same day several hours ago at Erebuni administrative district during which a group of people, some of them with medical masks, assaulted the protestors and used violence with stones, blackjacks, electric devices. In the result of violence, journalists covering the protest were injured, as well.

On the base of the obtained evidence on July 5 a decision was made to press a new charge against Davit and Gor Hambardzumyans; charge was pressed against Masis Mayor Davit Hambardzumyan according to the Parts 1 and 2 of the Article 225 and the Part 4 of the Article 258 of RA Criminal Code. Charge was pressed against Gor Hambardzumyan according to the Point 1 of the Part 3 of the Article 258 and the Part 4 of the Article 258 of RA Criminal Code.

The investigator submitted motions to court to use detention as a pretrial measure against them. The motions were sufficed.

Within the criminal case 13 people were found the injured party, 12 people were involved as a defendant against 2 of which search was declared.

Preliminary investigation of the criminal case is ongoing.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
