The criminal case initiated on abuses found in the kindergarten was received in the proceeding of the Investigative Division of Erebuni and Nubarashen administrative districts of Yerevan Investigative Department of the RA Investigative Committee. Kindergarten director was arrested.  

Information was received in the Department of Counteracting Corruption-Related and Economic-Related Crimes of General Department of Fight against Organized Crime of the RA Police that from May, 2015 to June 2018 the director of kindergarten “Lapterik” registered his acquaintances and relatives on various positions of the kindergarten who did not actually go to work and the salary in particularly large amount - 3 711 256 AMD withdrawn in their names was squandered.

On November 3, 2018 a criminal case was initiated in the Department of Counteracting Corruption-Related and Economic-Related Crimes of General Department of Fight against Organized Crime of the RA Police according to the Point 1 of the Part 3 of the Article 179 which on November 12, 2018 was received in the proceeding of the Investigative Division of Erebuni and Nubarashen administrative districts of Yerevan Investigative Department of the RA Investigative Committee.

Pursuant to preliminary investigation data, with the purpose of swindling community funds, abusing her official position the kindergarten director registered 9 relatives and acquaintances of hers on various positions of the kindergarten. They did not actually go to work and the kindergarten director received the money in particularly large amount transferred as a salary to their bank accounts and swindled it.

According to preliminary investigation data, the kindergarten director, abusing her official position, from the beginning of 2014 to January 17, 2019 apparently swindled a part of the food provided for the children. She also apparently swindled the money in particularly large amount 13.357.941 AMD transferred in the name of the persons who were registered in the kindergarten but did not actually work.

In the result of investigatory and procedural actions of great volume conducted within the criminal case other criminal manifestations were also found.

Particularly, through preliminary investigation it was found out that the kindergarten director had apparently squandered not only the money in particularly large amount withdrawn in the name of the persons registered in the kindergarten but also a part of the food provided for the kindergarten children since 2014.

Pursuant to investigation data, the kindergarten director, holding the position of “Lapterik” kindergarten director from 2001, abusing official position, reaching prior agreement with a group of people from the beginning of 2014 to January 17, 2019 through squandering swindled a part of the food provided for kindergarten children and entrusted to her. 

The director demanded that the kindergarten cook should separate for her a part of the food provided for dishes involved in the menu for feeding the kindergarten children each day otherwise she would be dismissed.

Being afraid of losing the job the cook did the director’s demand; every day depending on the menu she separated the food, cooked the food for the children with incomplete ingredients and took the food to the director’s working room herself or sent it there with her assistant.

Pursuant to initial data, the food being kept in the director’s working room was taken away periodically and swindled by the director.

In the result of search conducted as prescribed by law on January 17, 2019 the food separated with the help of the cook from January 15 to 17, 2019 was found in the kindergarten director’s working room and confiscated.

On January 21, 2019 the kindergarten director was arrested on suspicion of committing crime envisaged by the Point 1 of the Part 3 of the Article 179 of RA Criminal Code.

Preliminary investigation is ongoing. Necessary investigatory actions are conducted to provide the comprehensive investigation of all circumstances of the case.
