Preliminary investigation of the criminal case initiated on murder of 4 persons in a way dangerous for many people’s life was completed in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee. Charge was pressed against two persons.

The murder took place on August 1, 2017 at the funeral parlor located near the cemetery of the village of Shamiram. The armed person entered the funeral parlor and fired numerous shots towards those present. As a result, 4 persons were killed, 7 more persons sustained several bodily injuries.

A criminal case was initiated in the RA IC General Department of Investigation of Particularly Important Cases on particularly grave crime according to the Points 1, 6 of the Part 2 of the Article 104 and the Part 1 of the Article 235 of RA Criminal Code, urgent investigatory and other procedural actions were conducted to find all circumstances of the case. As a result, the motive was found, the person having committed the alleged crime was identified; he is Telman Qalashyan, born in 1967.

Particularly, through preliminary investigation factual data were obtained on the allegation that from 2012 to 2013 at his relative’s request, the resident of Armavir region T. Qalashyan lent 75.000 USD to Qyaramyan brothers living in the Russian Federation. Pursuant to the agreement, the brothers returned 45.200 USD part by part. However, the commercial activity undertaken by them failed and they could not pay the rates and return the main money and informed the lender about it. The latter periodically turned to brothers' relatives and friends, including the mediator expecting that they would interfere in getting back the money with rates.  

On the morning of August 1, 2017 Telman Qalashyan once more had a telephone conversation with the mediator German Qyaramyan demanding his money. The conversation turned into an argument during which they scolded each other.

Getting informed that German Qyaramyan, as well as the relatives and friends of five brothers were at the funeral parlor located near the cemetery of the village of Shamiram of Aragatsotn region and took part in a national ritual of Yezidis, T. Qalashyan drove to Shamiram community in the car of «VAZ 21214» with plate number 97 SZ 777. Getting to the mentioned place the latter, armed with a firearm, entered the funeral parlor, scolded then fired shots towards numerous people in the parlor at the same time trying to find German Qyaramyan.

In the result of the fired shots 4 persons died, 7 more persons sustained several bodily injuries. Afterwards T. Qalashyan escaped during which he also fired shots towards the person pursuing him to prevent his escape who had eye-witnessed the tragedy at the funeral parlor.

In the result of objective investigation data were obtained that T. Qalashyan's uncle, who was at the funeral parlor during the incident, helped him to escape.

Besides, during preliminary investigation of the criminal case Telman Qalashyan, being warned in advance about the criminal liability envisaged for false crime reporting, falsely accused three persons of subjecting him to battery, realizing that the information provided by him was false and did not correspond to reality.  

On the base of the sufficient evidence obtained during pretrial proceeding charge was pressed against Telman Qalashyan according to the Points 1, 6 of the Part 2 of the Article 104, the Point 1 of the Part 2 of the Article 213, the Part 1 of the Article 235 and the Part 1 of the Article 333 of RA Criminal Code, charge was pressed against his uncle according to the Part 1 of the Article 334 of RA Criminal Code. Detention was chosen as a pretrial measure against them.

Preliminary investigation was completed and the criminal case with the bill of indictment was sent to prosecutor supervising the legality of preliminary investigation.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
