Preliminary investigation of the part separated from the criminal proceeding initiated on the incident occurred on November 17, 2023 at the adjacent area of Davit Bek Street, Yerevan by two persons having the highest status of criminal hierarchy and their supporters, was completed.

In the result of large-scale investigative and procedural actions conducted in the Department of Investigation of General and Election-Related Crimes of General Department of Investigation of Particularly Important Cases of the RA Investigative Committee it was found out and grounded that within the framework of the criminal case investigated in the Court of First Instance of Yerevan, by the court’s decision, mortgage and absence ban had been used as optional pretrial measures against the person having the highest status of criminal hierarchy – V.A.. As a result, the latter being released from custody, went on acting in accordance with the conduct rules defined and recognized by him, which do not comply with the mandatory rules of conduct established by the state and forms of their implementation.

Particularly, on November 17, 2023 at about 16:20 together with M.Sh., active member of the group with a criminal subculture led by him and several other people, not identified yet, in order to resolve a dispute related to private matters and to gain an advantage over A.M. with equal hierarchical status, committed violence and other illegal acts, hit and dragged each other at the area adjacent to Davit Bek Street.

Besides, it was found out that V.A. and M.Sh. illegally procured and kept a pistol of «ПM» /Makarov/ model with bullets intended for shooting from pistols of "ПM", "APC", "Baikal 442" model and other weapons of the appropriate caliber․ As well as V.A. procured and kept narcotic drugs in particularly large amount - 1.38 grams of «Methamphetamine», which were found through the latter’s personal search, as well as through search conducted in his car.

On the base of the obtained sufficient facts charge was pressed against V.A. - the person having the highest status of criminal hierarchy, according to the Point 5 of the Part 2 of the Article 323, the Part 3 of the Article 396 and the Part 1 of the Article 335 of RA Criminal Code, detention was used as a pretrial measure against him. Charge was pressed against M.Sh. – the member of the group with a criminal subculture led by V.A. according to the Part 1 of the Article 324 and the Part 1 of the Article 335 of RA Criminal Code. Home detention was chosen as an optional pretrial measure against him.

The part on the mentioned defendants was separated in a separate proceeding, preliminary investigation was completed and the criminal proceeding, with the bill of indictment, was sent to the prosecutor for approval and referral to court.

Preliminary investigation of the part on the other person having the highest status of criminal hierarchy and his supporters is ongoing.
