Preliminary investigation on the part of three more persons separated from the criminal proceeding initiated on hooliganism committed with weapon and involvement in criminal organization was completed in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee.

In the result of large-scale investigative and procedural actions conducted during preliminary investigation it was found out and grounded that the resident of Vagharshapat town of Armavir region A.A. known as “Don Pipo”, motivated by an obsession with publicly punishing and taking revenge on perceived opponents, on March 14 assigned the members of the organization to gather in the restaurant located in Nalbandyan Street of Vagharshapat town where the latters, armed with illegally procured weapon and ammunition, waited for the rival gang members and their associates to arrive.

On the same day at about 21:00 the latters, armed with illegally procured weapon arrived at the mentioned restaurant. The persons involved in the above-mentioned gangs, obsessed with emphasizing their individual and group advantages, willfully roughly violated public order, disrupted the traffic on Nalbandyan Street for 2-3 minutes, made a noise, scolded and got into a mutual fight with each other during which shots were fired from different firearms towards one another. During the fight the member of the criminal organization, sportsman G.A., using violence against those involved in the rival gang, hit them then fired shots towards them from a firearm procured illegally and hit one of them on the head with the handle of the same weapon.

After the mentioned hooliganism as well as the cases of murder of one of the participants of the criminal organization and A.A.’s brother in May, 2021, A.A. and the relative of the latter’s wife K.Gh. left the RA after which the participant of the criminal cooperation A.H. assumed the role of the head of the mentioned organization. With the intent to revenge on the rival gang members by killing them the latter ordered the residents of Armavir H.I. and D.B and other persons to kill the above-mentioned persons for money in large amount. Accepting the proposal D.B. and H.I. were involved and took part in the mentioned criminal organization. In order to commit the mentioned murders, under the leadership of A.H., they began to learn martial arts techniques, however after taking part in trainings for two weeks, H.I. and D.B. refused to commit murders assumed previously. As a result, the above-mentioned crimes were not completed.

With the intent to keep the mentioned residents of Armavir region under control and in their sights, A.H. involved them in the process of transporting the weapon and ammunition procured by the criminal organization illegally, and keeping them. The members of the criminal organization illegally procured, carried, transported and kept weapon and ammunition of several types in different places which were found in the result of searches conducted in the course of preliminary investigation.

On the base of the obtained sufficient facts charge was pressed against the member of the criminal organization G.A. according to the Part 3 of the Article 297 and the Part 3 of the Article 335 of RA Criminal Code, against D.B. and H.I. – according to the Part 3 of the Article 335 of RA Criminal Code.

Preliminary investigation on the mentioned three defendants was completed, the materials of the criminal proceeding with the bill of indictment were sent to the prosecutor for approval and referral to court.
