In the result of investigatory actions conducted in Shirak Regional Investigative Department of the RA Investigative Committee stabbing three juveniles was disclosed. Charge was pressed against 28 year-old resident of Gyumri.

On April 12, 2019 at 19:50, 20:50 and 20:55 calls were received from “Gyumri Medical Center” CJSC informing that three juveniles with cut-pierced wounds were taken to them. From the mentioned medical center the juveniles were taken to “Austrian Hospital of Mother and Child of Gyumri” CJSC.

On April 12, 2019 a criminal case was initiated in Mush Investigative Division of Shirak Regional Investigative Department According to the Part 1 of the Article 112 of RA Criminal Code. Three juveniles were found the injured party and questioned.

On the day of the incident – on April 12, 2019 a resident of Gyumri, born in 1991, turned himself to the investigative body and told that it was him that had quarreled with the above mentioned boys during which he stabbed them. 28 year-old young man was arrested on suspicion of stabbing the three juveniles and gave testimony.

In the result of investigatory actions and operative-intelligence measures a number of circumstances of the incident, the motive, the scene were found out.

Pursuant to initial data, on April 12, 2019 at about 16:00 a row erupted on the way between 28 year-old man engaged in transporting passengers and the passenger, they scolded, the young passenger pulled the driver out of the car dragging and insulting him.

Through investigation data were obtained on the allegation that in order to make clarifications on the incident some time later the nephew of the mentioned passenger met the driver together with 6-7 young men. They quarreled and during the row 28 year-old man stabbed the above mentioned three juveniles.  

It was found out that those involved in the row are minor residents of Gyumri. In the result of operative-intelligence measures they were found and questioned.

During preliminary investigation a number of investigatory actions were conducted, inspection of the scene was conducted, the clothes the injured were wearing at the moment of the incident were confiscated, samples were taken.

Searches were conducted in the residence and car of the suspect – 28 year-old man, as prescribed by law, confiscations were made.

Forensic medical examination was commissioned to find out circumstances significant for the criminal case.

On April 13, 2019 the investigative body received the decision N 1833 of Central Military Medical Commission of the RA Ministry of Defense dated 20.10.2009, disease certificate and reference pursuant to which the suspect had been diagnosed “acute polymorphic psychosis” and was found unfit for military service. Related to this the investigative body sent a query to “Mental Health Center of Gyumri” CJSC  but the answer has not been received yet.

On the base of the obtained evidence charge was pressed against 28 year-old man according to the Part 1 of the Article 112 of RA Criminal Code. The investigator submitted a motion to court to choose detention as a pretrial measure against him. It was sufficed. At the same time the court found usage of mortgage as an optional measure permissible.

Preliminary investigation is ongoing. Necessary measures are taken to find out all circumstances, to verify the circumstances mentioned in the testimonies, to clarify the frame of those involved, to personalize their actions and to give appropriate criminal legal assessment.
