Chairman of the RA Investigative Committee Hayk Grigoryan left for Armavir province on working visit to get acquainted with the work done in the previous year by the regional investigative department.

The Head of Armavir Regional Investigative Department Samvel Tonoyan made a speech about the work done by the regional department in 2018.

In 2018 1488 crime cases were recorded at the area of Armavir province as compared with 1377 cases of the previous year. That is the crime cases have increased by 111 ones. Disclosure increase by 130 cases or 10.9% was recorded (1198-1328).

According to crime nature and degree of social danger reduction of crime dynamics has been recorded in particularly grave crimes (14–8, reduced by 6 cases or 42.9%), including crimes committed with a firearm – by 3 cases or 33.3% (9-6). 

Increase by 10 cases or 5.3% was recorded in grave crimes (187-197) and by 136 cases or 41.6% in crimes of medium gravity (327-463).

The Chairman of the RA Investigative Committee Hayk Grigoryan studied the process of criminal cases in the proceeding of regional department sphere by sphere. Referring to investigators’ overload IC Chairman told that it is planned to add investigators’ positions in Vagharshapat Investigative Division.

“Department heads bear direct responsibility for efficiency of organization of preliminary investigation. The head’s function is not only signing documents. Subdivision head ought to take steps, to help overloaded investigators receiving criminal cases in his proceeding and conducting investigation. We all are investigators with different authorities. Everybody shall have a case in his proceeding to understand the investigator and to realize the reality.  If the head of investigative subdivision does not perform investigative functions he becomes a director which is impermissible», emphasized IC Chairman.

According to IC Chairman, subdivision head ought to provide the team with healthy moral-psychological atmosphere which is one of the important preconditions of efficiency of work.

«Subdivision head ought to conduct proper control over the activity of those under him. Observer's role is impermissible. The head shall be subjected to liability and be encouraged together with investigator for the results of investigation of the criminal case in the investigator's proceeding», said Hayk Grigoryan.

Referring to investigators' training IC Chairman mentioned that Department of Criminalistics is planned to be created and within its activity trainings on methodology specifications of separate crimes, tactics of investigatory actions will be held.  

«Parallel to knowledge of procedural process and criminal right the investigator shall master methodology specifications of investigation to have an idea how to disclose the crime”, emphasized IC Chairman.

Hayk Grigoryan gave a positive mark to the work done by the investigative department and appealed to improve it.
