In the result of large-scale investigative and other procedural actions conducted within the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA investigative Committee a number of circumstances of the abuse of official authorities committed by the former Head of the State Property Management Department at the RA Government Arman Sahakyan, former Mayor of Yerevan Taron Margaryan, former Head of the Department of Architecture and Urban Development of the Municipality Staff of Yerevan Andranik Kasaryan, former Head of the Real Estate Management Department of the Municipality Staff of Yerevan Arsen Amyan were found out.

Pursuant to factual data obtained through investigation Taron Margaryan holding the position of the first Deputy Mayor of Yerevan from July 6, 2009 to November 15, 2011 then the position of Yerevan Mayor from November 15, 2011 to July 9, 2018, having authorities to manage and organize the work of municipality, to ensure the protection of geodetic points and boundaries within the administrative boundaries of Yerevan as well as to make decisions within his competences and to manage the property of Yerevan, from September, 2011 to October, 2014 has abused his official authorities.

Particularly, the former Mayor of Yerevan aiming to separate and acquire lands from the ones occupied by some schools in Yerevan for him and his relatives, using his official position against the service interests, took up a process to redraw the boundaries of the lands occupied by schools and assigned the relevant officials and employees of the Municipality to issue a new plan for school lands.

By his assignment in 2011 land of 3693,12 sq.m. was unreasonably reduced from the land of 13.172 sq.m. owned by the state occupied by the buildings of the SNCO located in Acharyan Street, Yerevan and in the result of auction held by Yerevan Municipality 3569,8 sq.m. of the separated land was alienated to the Mayor’s godchild and the SNCO director’s husband at a significantly lower price than the market price.

Then in 2012 land of 580,63 sq.m. was unreasonably reduced from the land owned by Yerevan occupied by CNCO located in Avanesov Street and in the result of auction held by Yerevan Municipality land of 575 sq.m. was alienated to the friend of Taron Margaryan’s family, the mentioned CNCO director’s father. In 2014 land of 863,34 sq.m. was again unreasonably reduced from the land occupied by the same CNCO which in the result of auction held by Yerevan Municipality was again acquired by the friend of Taron Margaryan’s family, the mentioned CNCO director’s father at a significantly lower price than the market price depriving the schools of the opportunity to use the lands attached to them entirely for educational purposes as well as causing significant damage to the rights and legal interests of the state.

Later, by Yerevan Mayor’s decision, the alienated lands of 575 and 863,34 sq.m. as a public construction land were combined in one address which belonged to CNCO director’s father.

On the base of the obtained sufficient evidence charge was pressed against former Mayor of Yerevan according to the Part 2 of the Article 308 (abuse of official authority) of RA Criminal Code.

Within another case disclosed through this criminal case charge was also pressed against the Head of the State Property Management Department at the RA Government Arman Sahakyan, former Mayor of Yerevan Taron Margaryan, Head of the Department of Architecture and Urban Development of the Municipality Staff of Yerevan Andranik Kasaryan, Head of the Real Estate Management Department of the Municipality Staff of Yerevan Arsen Amyan according to the Part 2 of the Article 308 (abuse of official authority) of RA Criminal Code.

Preliminary investigation is ongoing.
