Charge Pressed against School Headmaster for Committing Abuses

Preliminary investigation of the criminal case initiated on abuses committed in “Yeghvard’s High School N 1” SNCO was completed in Nairi Investigative Division of Kotayk Regional Investigative Department of the RA Investigative Committee.

Through preliminary investigation it was found out that the head master of “Yeghvard’s High School N 1” holding the mentioned position from 1996, being an official, being authorized to implement organizational-managerial functions, abusing the official position, out of mercenary and personal motives, from November, 2010 to July, 2017 committed a number of abuses.

Particularly, the headmaster employed several people who did not go to work, however each month he signed and sealed official documents filled with obviously false data. Pursuant to preliminary investigation data, other people did the work instead of the mentioned people and the salary withdrawn from SNCO budget was given to the mentioned people having done the work instead of those who did not go to work.

Besides, from 2014 to 2017 not only salaries were withdrawn in the name of those who did not go to work but also money was transferred to them from the state budget as a social budget beneficiary causing the state pecuniary damage.

Data were also obtained that the headmaster withdrew and squandered money in the name of the female employees for child care maternity and prenatal leave.

Besides, the headmaster signed and sealed tables which were the base for salary calculation while some employees did not attend work and on its base money was withdrawn from the SNCO budget as a salary and squandered by him.

Pursuant to preliminary investigation data, the damage caused to the state was 2 994 276 AMD in total which was completely recovered by the headmaster during preliminary investigation.

On the base of the data obtained during pretrial proceeding charge was pressed against the headmaster of “Yeghvard’s High School N 1” SNCO according to the Points 1 and 3 of the Part 2 of the Article 179, the Part 1 of the Article 308 and the Part 1 of the Article 314 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against him.

Preliminary investigation was completed and the criminal case with the bill of indictment was sent to court.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
