Indices of crime disclosures improved, investigation terms reduced

In the result of measures taken to improve the quality and efficiency of investigation of criminal cases investigated in the proceeding of the RA Investigative Committee the indices of disclosure of a number of types of crime have significantly been improved, terms of preliminary investigation have been reduced.
 

Particularly, during the first 6 months of 2016 41 cases of murder have been recorded 38 cases or 90.2 percent of which has been revealed. Note that in comparison with the same period of the previous year, disclosure of cases has been improved by 27 percent.  
 

Out of 38 murder cases recorded in 2015 63.1 percent has been revealed but according to 9 months’ data of 2016 the disclosure is 93.1 percent (during 9 months 58 murder cases have been recorded 54 of which have been revealed). Disclosures of banditry cases have been improved significantly – by 27.5 percent which is 71 percent in comparison with 43.5 percent of 2015.
 

Some positive progress has been made in disclosure of home robberies, as well; this year the disclosure index has been improved by about 8 percent which is 31 percent in comparison with 23 percent of the previous year.
 

Disclosure of murder attempts is 100, the index of rape and rape attempts is 94.1 and disclosure of cheating cases is 91 percent.
 

In general, in the first half of 2016 the workload of investigators of the Investigative Committee has been great; during 6 months investigator’s average workload has been 26.6 cases; totally 12601 criminal cases have been investigated in the proceeding of investigators of the Investigative Committee.   
 

Nevertheless, in the result of planning and organizing the investigation in a correct way the terms of preliminary investigation have been reduced. Thus, out of criminal cases investigated in the first half of 2015 1750 cases were completed in up to two months’ period while in the first half of 2016 2068 criminal cases were completed.
 

According to analyses, introduction of electronic system for getting decryptions from phone operators based on courts’ decisions has significantly contributed to operative verification of necessary information during investigation, as well as to reduction of preliminary investigation terms. It was also found that in a number of cases investigation terms are extended because conclusions of examinations commissioned to find circumstances significant for criminal cases are received late. So, discussions with relevant structures are underway to find joint solutions. Particularly, an agreement has been achieved with Yerevan State Medical University after Mkhitar Heratsi on conduction of forensic psychological examinations by the specialists of Department of Psychology of Medical University, if necessary, which will significantly throw off the workload of  expert institutions conducting forensic psychological examinations in the republic.
