Preliminary Investigation of Criminal Proceeding on Committing Hooliganism by Foreigners Completed
Preliminary investigation of the criminal proceeding initiated on hooliganism in Tumanyan and Mashtots Streets of Yerevan committed by two citizens of the Russian Federation was completed.
Through investigation conducted in the First Investigative Division of Kentron and Nork-Marash administrative districts of Yerevan Investigative Department of the RA Investigative Committee it was found out that the RF citizen, 22 year-old young man and his 19 year-old girl-friend had reached prior agreement on receiving income by committing hooligan acts and showing disrespect towards public and for legal and moral norms, and distributed roles for that purpose.
On December 8, 2023 between 22:00 and 23:30 one of them, with obvious violations of moral norms, with a flagrant disregard for the rules of coexistence, ignoring numerous citizens walking in the street, obsessed with emphasizing the supposed superiority of his personality, showing obvious contempt for society, legal and moral norms, climbed on the showcase of a store located on Tumanyan Street, Yerevan, which caused it to break. Then he threw the fruit lined up on the showcase of the sales center operating next to it at the assistant thus humiliating the latter, after which approached to the flower shop operating on Mashtots Street, Yerevan and again with the same motivations, threw the flowers to the ground and mashed them shouting profanities and obscenities.
At the same time the latter’s 19 year-old girl-friend, ignoring numerous citizens walking in the street, in order to draw the attention of others to their hooligan acts, uttered profanity, videotaped and posted her boy-friend's illegal and unethical actions on social platforms available to members of the public, encouraged them giving new ideas to commit immoral acts with the aim of profiting from the views of those videos posted on various social platforms.
On the base of the sufficient facts charge was pressed against 22 year-old young man according to the Part 1 of the Article 297 of RA Criminal Code. Absence ban was used as a pretrial measure against him.
Preliminary investigation on his part was completed and the materials of the proceeding with the bill of indictment were sent to the prosecutor for approval and referral to court.
Through investigation data were obtained on drug use by a 19-year-old woman. Considering that the latter showed inappropriate behavior in the framework of the proceeding as well, a decision was made by the investigative body to commission inpatient forensic psychiatric expertise against her. According to the conclusion of the expert commission, the woman was found to be insane for the alleged acts and was assessed as needing mandatory treatment.
Based on it, the part on 19 year-old woman was separated in a separate medical coercion proceeding and a motion was submitted to court to use medical control against her as a security measure which was sufficed by the court.
