In the result of comprehensive investigation conducted in the Investigative Division of Qanaqer-Zeytun administrative district of Yerevan Investigative Department of the RA Investigative Committee circumstances of abuses committed by the former director of “Hematology Center after Professor R.O. Yolyan” CJSC of the RA Ministry of Health were found out.

Pursuant to factual data obtained through investigation, the former director of “Hematology Center after Professor R.O. Yolyan” CJSC of the RA Ministry of Health, holding the mentioned position from 2001 to 2018, abusing his official position, having competency to manage the bonuses of the employees of the mentioned CJSC, from 2010 to 2018 with prior agreement with the accountants of the center, as well as with the help of the heads of Immunohematology laboratory, serology and pediatrics departments,  embezzled 50% of bonuses of the employees of the mentioned laboratory and departments  –  26.514.391 AMD in total.

Besides, the former director of the company, with the help of his friend’s wife and the head of personnel registration department, form December 2011 to June 26, 2018 signed a labor contract with his friend’s wife and registered her in the “Hematology Center after Professor R.O. Yolyan” CJSC of the RA Ministry as a doctor-histologist. However, being definitely aware that the latter did not attend work and did not perform her duties, abusing his official position, each month he confirmed and verified the “Work time calculation newsletters” with false contents made by the head of personnel registration department by his instruction to embezzle the salary withdrawn in the name of his friend’s wife - 5.507.031 AMD in total. Circulating the false documents he submitted them for payment thus swindling the mentioned amount in particularly large amount.

During preliminary investigation 26.514.391 AMD of the damage caused in the result of abuses has been restored.

On the base of the obtained sufficient evidence charge was pressed against the former director of “Hematology Center after Professor R.O. Yolyan” CJSC of the RA Ministry according to the Point 1 of the Part 3 of the Article 179 (2 counts) and the Part 1 of the Article 314 of RA Criminal Code. Charge was pressed against one of the accountants of the company according to the Point 1 of the Part 3 of the Article 179 of RA Criminal Code, against the heads of Immunohematology laboratory, serology and pediatrics departments - according to the Point 1 of the Part 3 of the Article 38-179 of RA Criminal Code and against the friend’s wife of the former director of the company – according to the Point 1 of the Part 3 of the Article 38-179 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against them.

Preliminary investigation on the mentioned 6 defendants was completed and with the bill of indictment was sent to court.

In order to find out a number of circumstances significant for the case a decision was made to separate a part from the criminal case within the framework of which the other accountant of the company was involved as a defendant according to the Point 1 of the Part 3 of the Article 179 of RA Criminal Code and the head of personnel registration department was involved as a defendant according to the Point 1 of the Part 3 of the Article 38-179 and the Part 1 of the Article 38-314 of RA Criminal Code. Search was declared against them.

Preliminary investigation of the separated part of the case is ongoing.
