In the framework of the criminal case initiated on death of the serviceman of unit N of border troops of the RA National Security Service, soldier Gevorg Khachatryan investigated in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee, a number of significant circumstances, the cause of serviceman’s fall-mood were found.

Through preliminary investigation sufficient data were obtained on the allegation that on November 27, 2015 at about 18:30 the serviceman of the frontier post, soldier G. Khachatryan together with soldier H. Muradyan, Senior Sub-Officer H. Qalashyan and Captain M. Voskanyan took part in gamble “Blot” arranged by the latter.

According to the arrangement if the soldiers won, they would get rid of their official duties for a day, if they lost each of them would take the food waste in buckets from the canteen to the barn located at 150 meters distance from the post for 7 days to feed the pigs which belonged to M. Voskanyan and H. Qalashyan. Through investigation it was found that the soldiers lost and started carrying out the arrangement.

Next day – on November 28, 2015 from 20:00 to 21:00 at the area of the post soldier H. Muradyan used violent actions against G. Khachatryan, unreasonably reproached and mocked, offended him and hit different parts of his body with hands and feet.

According to data obtained through investigation after these insults G. Khachatryan went to wash, received the firearm AK-74 and 50 bullets of 5.45 mm in two bullet boxes attached to him. After receiving the corresponding instructions G. Khachatryan together with serviceman A. Antonyan left for the place of border guarding service where he made a few phone calls then he gave the mobile phone to A. Antonyan, went away from him at about 50 meters’ distance under the pretext of natural needs and at about 22:40 committed suicide through firing a shot from the firearm.

In the framework of the criminal case investigatory actions of great volume were conducted in the result of which based on the obtained evidence charge was pressed against 4 persons.

Captain M. Voskanyan was charged according to the Part 2 of the Article 364.1 of RA Criminal Code (arrange gambling by a serviceman and taking part in it), the Part 1 of the Article 375 (abuse of power, transgression of authority and administrative dereliction) and the Part 2 of the Article 360 (insulting a serviceman), Senior Lieutenant H. Vardevanyan was charged according to the Part 1 of the Article 375 and the Part 1 of the Article 375 of RA Criminal Code (abuse of power, transgression of authority and administrative dereliction), soldiers H. Muradyan was charged according to the Part 1 of the Article 364.1 of RA Criminal Code (arrange gambling by a serviceman and taking part in it), the Part 1 of the Article 359 of RA Criminal Code (breach of relations prescribed by field manuals between servicemen not subordinated to each other) (2 counts), the Part 1 of the Article 360 (insulting a serviceman), A. Sargsyan was charged according to the Part 1 of the Article 359 of RA Criminal Code.

Detention was chosen as a pretrial measure against A. Voskanyan and H. Muradyan, the motions on using detention as a pretrial measure against H. Vardevanyan and A. Sargsyan submitted by the investigators were not sufficed by the court.

Preliminary investigation is ongoing. Measures are taken to provide the comprehensive, complete and objective investigation of the case.
