Working meeting headed by the Chairman of the RA Investigative Committee Aghvan Hovsepyan was held in General Military Investigative Department of the RA Investigative Committee during which the results of investigation on crimes recorded in the armed forces in 2015, issues on conditions and causes contributing to commitment of crime were discussed.
 

RA Minister of Defence Seyran Ohanyan, Advisor to RA President Mikayel Harutyunyan, RA Military Prosecutor Artak Harutyunyan and others were also present at the meeting.
 

4633 criminal cases were investigated in the proceeding of subordinate subdivisions of General Military Investigative Department of the RA Investigative Committee in 2015 2184 of which were completed in reporting period. 667 criminal cases on 1004 persons were sent to court. Proceeding of 1511 criminal cases were terminated, in the framework of 5 criminal cases a decision was made to use medical coercive measures against persons found irresponsible.
 

In 2015 increase of criminal cases initiated on crimes committed by the enemy was recorded. Particularly, in 2014 61 criminal cases were initiated on crimes committed by the enemy but in 2015 152 criminal cases were initiated; that is 91 cases or by 149.2% more.
 

Analyzing the dynamics of preparation of materials and criminal cases in the proceeding of General Military Investigative Department Deputy Chairman of the RA Investigative Committee Hayk Grigoryan stated that compared with 2014 the investigators’ workload has increased by 20% and the average workload for only criminal cases was 48.4%. 
 

The Chairman of the RA Investigative Committee Aghvan Hovsepyan drew attention of subdivision heads of General Military Investigative Department to necessity to reveal the objective reality within a reasonable period of each criminal case instructing to strictly observe the requirements of Criminal Procedure Code while obtaining evidence.
 

“Disclosure of the criminal case is the obligation of each investigator; you must not be constrained by the position of any of the parties. Parents entrust their sons to the state, and the son is under the care of the state during his service, so thorough and objective investigation must be conducted on each crime committed in the armed forces, all the circumstances must be found, the conditions and causes contributing to crime must be revealed no matter it is a casualty or willful crime, murder or self harm”, the Chairman of the IC emphasized instructing to periodically analyze the conditions contributing to crime in the armed forces and submit a report to RA Minister of Defence on a quarterly basis which will make possible to take preventive measures in a more efficient way.
 

The RA Investigative Committee assessed positively the cooperation with the relevant subdivisions of the Ministry of Defence, Military Police and Military Prosecution Office.
 

Based on the results of the meeting the interested parties made arrangements to continue the discussions in working order to minimize the crime in the armed forces.
