Circumstances pointed in publication not confirmed; names of the Avetisyans murdered in January, 2015 in Gyumri not involved in voter lists

The information on the allegation that the adult members of the Avetisyans family murdered in Gyumri on January 12, 2015 had been involved in the voter list and somebody else had voted instead of them published in mass media were examined and rejected in Shirak Regional Investigative Department of the RA Investigative Committee. During preparation of materials it was found that the information published in mass media did not comply with reality. 

On December 8, 2015 Shirak Regional Investigative Department received from Prosecution Office of Shirak region the copy of the article entitled “The Avetisyans murdered by Permyakov also “voted” published in mass media on December 6, 2015.

According to “Hraparak” newspaper one of their readers in Gyumri called the editorial and told that “the residents of Gyumri are very angry; the residents of Gyumri who went to vote on December 6, in the voter lists noticed not only the names of the adult Avetisyans murdered in January by Russian perpetrator Permyakov but also signatures before their names; that is they also “voted” for Constitution”.

Materials were prepared in Shirak Regional Investigative Department to examine the circumstances pointed in the publication. As a result, it was found and grounded that the members of the Avetisyans family, who had the right to vote, registered at 188, Myasnikyan, Gyumri had been formerly involved in the voter lists of the polling station N 35/38 and were removed from the registration in February, 2015.

Araqsya Poghosyan born on 16.02.1990 formerly registered at 188, Myasnikyan, Gyumri was removed from the registration address on 19.02.2015 on her death, Armen Avetisyan born on 11.12.1981 was removed from the registration of the mentioned address on 27.01.2015 on his death, Hasmik Avetisyan born on 22.05.1959  was removed from the registration of the mentioned address on 27.01.2015 on her death, Seryozha Avetisyan born on 17.12.1961 and Aida Avetisyan born on 01.11.1979 had been registered at  12, Yerevan Roadway 1a and were removed from registration on 27.01.2015 on their death.

The mentioned persons were not involved in the list of persons who had the right to vote in the referendum held on December 6, 2015.

The above-mentioned was grounded by the records on examination of the lists of persons who had the right to vote in the polling station N 35/38 according to the writ N 22/62-571 received from Kumayri Passport Office of Gyumri town of Passport and Visa Office of the RA Police. 

Thus, assessing the factual circumstances obtained through preparation of materials from the point of view of admissibility, relevance and integrity, the allegation that Araqsya Poghosyan, Armen Avetisyan, Hasmik Avetisyan, Seryozha Avetisyan and Aida Avetisyan were not involved in the list of persons, who had the right to vote in the referendum held on December 6, 2015, must be considered grounded, so there is no crime, and on December 11 a decision was made to dismiss the initiation of the criminal case on materials prepared on the base of the article entitled “The Avetisyans murdered by Permyakov also “voted” based on the absence of crime.
