Chairman of Investigative Committee Received Head of Delegation of International Committee of Red Cross (photos)

The Chairman of the RA Investigative Committee Argishti Kyaramyan received the Head of the delegation of International Committee of the Red Cross Thierry Ribo.

Greeting the guests the Chairman of the Investigative Committee attached importance to the format of the meeting and mentioned that especially in the post-war period there are numerous questions which need joint discussion and certain processes.

In his speech A. Kyaramyan emphasized that the preliminary investigation of the criminal case initiated on unleashing Artsakh war in 2020, crimes against peace, humanity, security and other crimes is conducted in the Department of Investigation of Particularly Important Cases of General Military Investigative Department of the RA Investigative Committee within the framework of which the cases of servicemen and civilians’ death, captivity and forced disappearance as a result of act of aggression have become a subject of investigation. 

The Chairman of the Committee stated that within the framework of factual data obtained through investigation on the circumstances of captivity of servicemen and civilians during the aggressive war, from the very first days of the investigation the investigative body has cooperated with the International Committee of the Red Cross in Armenia ensuring also the quick respond to all the issues raised by the mentioned structure and provision of proper aid particularly in the sphere of information exchange.

The Chairman of the Investigative Committee A. Kyaramyan attached importance to the implementation of work aimed at finding out the location of 205 people as a result of the war in 2020 confirmed by investigation as well as the issue of searching 777 missing people as a result of the first Artsakh war.

The issues of returning Armenian servicemen and civilians kept in captivity in Azerbaijan to Armenia, as well as clarifying the status of forcibly missing people have been presented among priorities.

The Head of the delegation of International Committee of the Red Cross in Armenia Thierry Ribo presented the key directions of processes carried out and planned after Artsakh war in 2020, searching work implemented by the delegation at the sites of military operations, as well as the main manifestations and cooperation frameworks of communications with the investigative body in the sphere of human rights.

During the meeting it was recorded that the International Committee of the Red Cross has been active in providing the connection between the captives confirmed by Azerbaijan and their relatives, as well as in performing forensic genetic examinations and showing technical assistance.

The parties exchanged ideas also on further efficient and continuous cooperation, expansion of its directions particularly attaching importance to the facts of captivity, organization of consistent work aimed at protection of the captives’ rights and provision of desirable results.
